Task 10, with the 1. This memorandum requests approval for the commitment of additional funds for an existing contract. The specific request is stated in Paragraph 8. 2. NPIC currently has a cost-plus--fixed-fee contract with to fabricate a Target Indexing Device (TID) and an Electronic Screening Breadboard (ESB). This effort currently totals This equipment will provide NPIC with the capability of rapidly and automati- cally scanning 0 film to specify those targets that are cloud covered or cloud free. Furthermore, when operating in the general analysis mode, the equipment will permit an accurate determination of the percent of cloud cover of an area on a frame-by-frame basis. 3. The fabrication of the TID was made possible by previous NPIC research efforts in developing optical dif- fraction pattern technology. The diffraction patterns of images of clouds are very distinctive from the-diffraction patterns of nonclouded land areas, and it is upon these differences that the TID operates to distinguish cloud- covered targets from clear targets. 4. The Electronic Screening Breadboard uses a solid-state linear array of photo-transistors to derive electrical sig- nals from light tranmitted through the film. The subject overrun is due to increases in the cost of materials over those initially programmed. The contractor had until very recently felt that this would offset the increased material cost. It was only after the detailed accounting of the week ending 4 September that it was apparent that there .would be an actual overrun. 6. The fabrication of the TID is virtually complete with preliminary acceptance tests scheduled for the week of 14-18 September. The ESB, which is the other deliverable hardware under this contract, is currently scheduled for demonstration by 1 November. In view of the Center's needs and the advanced stages of development and fabrication of both pieces of hardware, it appears to the government's advantage to complete both the TID and the ESB. 25X1 7.
