1. The attached memorandum requests approval of an NPIC RF,D
-
contract with the
funds.

2. If approved, this contract will fund the Imagery Interpretation
Research Program for an additional 12 months. The program, the main
thrust of which is to improve the efficiency and effectiveness of the
photointerpretation process, has been conducted by 0 for NPIC
since June, 1966.
The most recent contract in this program provided for a
18-month effort which ended in August, 1970. NPIC realized
a nun or of tangible benefits from that effort. Among them are:
a. Mensuration Accuse Statements
Error prediction equations were developed so that
measurements can be qualified with a high degree of
confidence.
b. Training Packages
Several packages were developed for internal use to
improve the PI's target recognition ability and the
comparator operator's mensuration ability. Results to
date show appreciable performance improvement.
c. Performance Assessment Tests
A number of tests have been developed to measure
performance in areas such as mensuration, target knowledge,
searching ability and reasoning ability. The results of the
tests have been applied to the selection and training of
personnel. and to identifying trouble areas in procedures,
equipment design, training methods, etc. An interesting
application of the tests was to assess the effects of an
alternative approach to the PI exploitation process, one
emphasizing area, rather than target, specialization. The
alternative approach was implemented resulting in significant
improvements in search performance.
d. Equi menu Dv n/Development Support
The contractor provided human factors evaluation of a
number of NPIC-developed equipment items.
recommendations, several potentially troublesome design
features were modified in equipment under development.
4. The proposed FY-71 program will concentrate on the following
research areas:
a. Continuation of the effort to improve photointerpretation

and mensuration skills.
b. Continuing support to the equipment development program.

c. Photointerpreter vision research, particularly as it
relates to stereo and color imagery.

d. Determining what effects variations in the objective,
technical measures of film quality have upon PI performance.
e. Continuing review and compilation of literature
relevant to the PI process.
