1. Your memorandtw of 20 August 1970 was appreciated and served to
crystallize our thoughts on an NPIC training manual.
2. We feel that the Center has need for a codeword manual specifically
on NPIC. Some of the uses we anticipate for such manual were given in
Mem to dated 14 August 1970;
a. As a hook for each new Center employee (some 200 E7's
annually).
As orientation for cleared personnel of various contractors
doing business with the Center.
c. As background reading for NPIC's customers.
d. For use in DOD conducted PI training courses in which NPIC
participates.
3. has asked me to proceed to develop an NPIC training
manual based on an outline forwarded on 24 August 1970. In
this undertaking we would assemble and produce all of the text and graphics
for a manual focussed on NPIC, We do not plan to develop any material in
detail on IAS, USA.IIC, NRTSC, FTD, the 67th RTS, the 497th RTS, or other PI
activities.

will also serve as an input to the manual which you plan to develop on the
broader subject matter of imagery collection and analysis, and I shall
Provide ith copies as we draft and assemble these mterials.
