bIEMORANDUM FOR: Deputy Director for Support

SUBJECT: Request for Approval of External Training
for Five DIA Employees Assigned to NPIC
1. Paragraph 7 contains a request for your approval.
2. Since the establishment of the National Photographic Inter-
pretation Center (NPIC), we have had the problem of arranging for
approximately equal training opportunities for photo interpreters
from both CIA and DIA. Employees of both organizations perform
identical NPIC functions and need the same skills. Much has been
accomplished through "in-house" courses, contractual training pro-
grams, "on-site" training trips, OTR internal courses and attendance
at Department of Defense programs such as the Photo Interpretation
Course conducted at Offutt Air Force Base, Nebraska. Thirty to forty
CIA photo interpreters annually participate in the Offutt program
without reimbursement to the Department of Defense.
3. Recently NPIC was faced with the decision of cancelling
twol Off-Campus Courses because of enrollment
below the minimu. requirement. At the same time unexpectedly
demanded that the courses, if not filled, be opened to the general
public. To do this would have meant that we could not, for security
reasons, conduct the courses in our building and other suggested
locations were not practical.
4. In order to meet the minimum requirement of ten students
per course and to insure that the course would be conducted in
I I we opened enrollment to DIA employees assigned to the
Center's Imagery Exploitation Group (IEG). Five additional students
were needed and five DIA employees, all working directly with CIA
counterparts in a common function, were enrolled. We felt that both
the students and NPIC would benefit from this training and their
enrollment with 0 had to be accomplished immediately in order to
salvage both of the courses.

SUBJECT: Request for Approval of External Training

5. Because of the late date DIA was unable to secure DoD
approval to sponsor this training although DIA agreed that it would
contribute significantly to the job performance of the individuals
concerned. They also expressed the desire to participate in this
program in the future with their own financial resources.
6. The Office of Training (0TR) was fully informed of the
initial enrollment of the DIA employees in this program and is, I
believe, in sympathy with our position. However, OTR has informed
us that it cannot approve-the expenditure of funds for these non-
Agency employees.
7. Your approval is'requested for thp d'ture of for
each of the five DIA students in question in view of
the benefits derived for the Agency and NPIC as a result of the non-
cancellation of these two courses. It is not our plan to perpetuate
this arrangement. Our action in this case related entirely to the
emergency circumstances created by 0 as a result of the abrupt last
minute changes in university policy for the second semester off-
campus program.
