1. COINS Planning:
Chairman has completed his external visits (NSA, DIA,
National Academy of Sciences - NSC -~ in
effort to improve mutual understanding of attitudes and options re
COINS. Found that open discussion was possible on such options
as (a) CIA's participating in COINS only via query remotes and CIA
files made available (vice computer participation) and (b) redesign
of COINS network to centralize all files on one computer.
Chairman said he has in hand various staff papers on
COINS planning, including paper saying ashared-computer
environment (vice dedicated) for COINS should be the target and
suggesting ways to satisfy security concerns. I reiterated
a computer dedicated to COINS may still be needed for security
reasons.. , in the short run, at least.) He is still analyzing data and
will propose a plan for proceeding on COINS in near future.
Chairman asked if two COINS nodes H s. and NPIC) were
necessary or if one (Hqs.) might suffice. replied that NPIC
is participating now only in passive mode because system is not
presently certified for T/KH. Chairman said he understands CIA
Security has given green light to T/KH for COINS under conditions
we can meet but that other agencies in the system are having difficulty
providing adequate protection to terminals. said the problem-
lies with DIA's plan to link its non-T/KH fie mmands with the
COINS net. said current interpretation in his Directorate of
DCID 1/16 is that all terminals and users must be cleared for highest
level of the system. said he did not have that interpretation.
Chairman said he would seek clarification on this issue from
Declass Review by NGA

2. Computer Plans for ACT:
indicated. that SEL computers
have been designated for ACT, Phase I (delivery
July 1971) and asked if the Board wished. to be updated on ACT
planning. Chairman said yes.
Action; to arrange briefing (30 minutes) on ACT
for 10 a. m. on 12 October 1970 (functions to be
performed, how they will be performed, progress
to date, major problems, and ADP hardware /software
aspects).
3. Data Circuit Installation--status:

He said the question of a data communications switch to serve
computers and remote terminals in the Headquarters Building would be
considered again in the spring of 1972.

that switching among the computer centers could be performed by
manual plugging through a Patch Panel, either in CRS and RID or on
the central IDF.

4. AIKEN Coder Proposal;
said this proposal was submitted to, NSA in
May 1970... with restriction on discussion with any other agency,
(CIA already had the proposal). U.S. Patent Office also has proposal
and has coordinated with NSA for evaluation. NSA feels device is
potentially useful and -may recommend it be classified. In such case,

said if NSA is to fund development, need to make
sure NSA looks into its usefulness in computer security .as well as
in crypto communications.
said. if we're now in open with NSA, he prefers
to put this matter into OC hands. He asked how he should proceed to

5. "Letter of Intent" mechanism:

Chairman said some mechanism is needed for the Agency
to get into equipment delivery queues... without being legally binding.
reported that a formal letter of intent is deemed binding,
is issued only by an authorized OL officer, and cannot properly be issued
until all project approvals are secured and. availability of funds certified.
Any other correspondence (issued to place us in delivery queue) is not
really a letter of intent, should be worded differently from a letter of
intent, and should be signed by an OL officer... not by the computer
component.
Action?

the Agency in a delivery queue but not binding the
Agency legally to acquire the specified equipment.

operation of its document control system
from 1410 to Mod 50 on 1 April 1971. Will
need hardware backup to Mod 50 at that time.
Thus, RID is pushing for Mod 155 (vice 1410)
by April 1971. He pointed out IBM will require
firm commitment from CIA soon in order to
effect delivery of Mod 155 in April. Accordingly,
IP Board should expect formal request from DD/P
for Mod 155 in the near future.
6. CRS Request for Site Preparation:
Chairman pointed out that OL has a problem in proceeding
with site preparation for ADP equipment, acquisition of which is not
yet formally approved (CRS Mod 155 example). Chairman also said
he is trying to weave together several interrelated pieces of the overall
ADP scene for top management review (ASPIN recommendations, COINS,
long range OCS hardware plans, trend of ADP organizational plans, etc.)
and that these issues relate, one way or another, to the CRS site
preparation question.
Admittedly handicapped at this point in time by incompletion of
the above analysis and review by top management, the Board, nonetheless.,
reflected a consensus that planning for site preparation for CRS should go
forward... and not await the outcome of management analysis and review
of the overall ADP situation.
Action: Chairman to so advise OL.
7. DD/S&T Membership on IP Board:
Chairman referenced the ASPIN recommendation that S&T
member of Board should come from user management ranks and that
OCS should have ex officio membership. Consensus of members is
that this is. desirable and. that action on this point need not await
consideration of the full ASPIN report.,
Action: Chairman to discuss this item with the DD/S&T.

Next steps are to finalize specs and then request formal approval.
Modified version to be delivered 15 months after agreement on s ecs.
Modification project expected to require 10-man level effort inll and
3 OCS people during modification period. OCS piano to start use of
GIMS (pres(;nt version) by November 1970 for SIPS.
OCS has worked out areas of modification needed by OCS:
a. Executive. Modifications:
(1) Handle more terminals (minimum of
32 concurrent terminals);
(2) Do own scheduling;
(3) Direct output from terminal to another
output device (e.g., printer);
(4) Interrupt or stop job at any time on
command from terminal;
(5) Access multiple data bases from
single terminal;
(6) Hold data (temporary file) for
subsequent use;
(7) _ Etc.
b. Internal modifications:

Better use of inverted files;
Enhanced arithmetic capability;
Enhanced input editing;
(4) Etc.
The above modifications are expected to handle most SIPS programming
needs, vice COBOL.

CRS and RID have been invited to submit additional require-
ments so these can be cranked into final specs given t~ (CRS,t
has submitted statement of its needs to OCS; now
under analysis in OCS. 0 pointed out that CRS was not very
enthusiastic about GIMS for CRS needs after= briefing on GIMS
in Auditorium. aid RID will study GIMS... but is going
ahead with the reprogramming of GICS (1410 to 360/370) to perform
file management functions.
said. GIMS is terminal-oriented information
management system; will operate under O/S 360; core requirement
is relatively modest; can use without roll in/roll out (i.e., can use
on Mod 65); has good response time but is not time sharing in the
Mod 67 sense; GIMS will have generalized capability to support
different terminals but will not support the IBM 2260 in all probability.
Funding: I said modifications now visualized will
cost about that such funds are not contained in OCS budget for
FY 71 and FY 72; that perhaps his Directorate could pick up part of
this cost by reprogramming and, that other interested Directorates
might make up the difference.
Chairman stated that any software proposal costing

must be very firmly justified and supported to be eligible for
consideration for approval.
said he felt the IP Board needed briefing not only
on GIMS but on alternative software systems... in order to reach
any recommendation.
Action: (1) OCS to reply to CRS requirements... and,
if not covered by GIMS, to estimate additional
costs for such coverage.

if judged desirable, to specify to OCS any
additional capabilities needed by RID.

10 a.m. on 28 September 1970 in the
PPB Tank. Included in the briefing
should be explanation of reasons for
separate file management systems in
RID (such as GIGS and NIPS) and CRS
(such as AEGIS and RECON) if separate
systems are deemed necessary. (The
Board. agreed appropriate technicians
should be invited by Board members to
attend this.briefing. )
9. ASPIN Report:
Chairman said analysis of the ASPIN report is one of the
pieces of the overall ADP management scene which he must take
aboard before he can make a comprehensive statement to top
management on the status of ADP, changes needed, etc. He said
it is important to push ahead with our evaluation of the ASPIN report.

enough t at we should proceed deliberately and thoughtfully. He said.
he has solicited responses from DD/I offices on how each office would
be affected by ASPIN recommendations. He outlined his plan of
proceeding as follows, (with estimated time required within ]rn/I

a. Analysis of ASPIN recommendations,;
b. Comments from DD/I offices on how each
is affected;
c. DD/I Planning Staff recommendations on items
"a" and. "b"--but deferring to IP Board for judgment on
inter-Directorate issues;
d. Use of IP Board as body for overall evaluation
of the ASPIN report and comment to. the Executive
Director-Comptroller.

STATUS REPORT ON DATA CIRCUIT INSTALLATION
A. Planninn,?: The Office of Communications, after reviewing the data

distribution study of, 10 July 1970, has concluded that there docs^exist current
not plumb with the tower area of the building. It now appears likely that the.
trash shutes will be used from the ground to the third floor where the cables
will be run horizontally. in order to, access the electrical closets in the tower
requirements on which to base the desigm o:f a data communications switch to _:.
serve computers and remote terminals in the Headquarters Building. As a
consequence the DD/S has decided to postpone the so-called "second phase"
study for this purpose.
B. Detailed planning for the installation of the data communications
network in the Headquarters Building is well underway. Several tough problems
have been encountered. These include routing of the horizontal cable runs on
the ground floor which is difficult because of congestion in the overhead. The .
other problem results from the clutter in the electrical closets on the ground
and first floors and the fact that the contours of the first and ground floors are
for installation of data circuits.,.", For those installations made prior to installation
C. Costs: When installation work on the data network commences, we
will try to develop the .work. schedule in order to' meet current requirements

of the network, the cost of these jobs, as in the past, will be billed to the
requesting office. Also, looking ahead to the point when the network has been,,,;
installed, the costs of special lines for non-standard devices and of local runs
from distribution frames to remote terminals will also be charged to the re-
questing office, inasmuch as the funds allotted for the network could not take
the cost of these tasks into account.
D. Current Situation: Installation work on lines to serve remote terminals
has improved radically when compared with the situation of eight months ago.
The Support Directorate offices involved in these installations have applied
.additional resources to the task -- most recently the Office of Logistics has
assigned an engineer as part of the new Headquarters Engineering Branch who
coordinates and supervises the Logistics effort in this field. Another factor..,
contributing to the improvement is the replacement of the GSA electricians
with contractor help which gives the Agency control over the scheduling and
amount of work.. The contractor team is gaining experience which will be of
great value when they are turned loose on the installation of conduit and cable
pulling for the data network. These improvements have taken longer to put
in effect than I had hoped, but the picture is quite favorable now. As before,
any tip -off on planned. requests for installation work would be appreciated.
