SUBJECT : Project ASPIN
1. I submit herewith for your consideration the names of eight
NPIC officers, any one of whom I think would make fine contributions
to your forthcoming task as the leader of Project ASPIN. I have given
this my personal consideration in some depth and have restricted the
list to thosewho have at least a reasonable degree of knowledge of ADP
and computer capabilities and of intelligence production processes.
They are also of the type who I think are willing to put in the amount
of time and effort necessary to do a good job for you while at the
same time advancing the Agency's cause in representing the Center's own
interests.
2. To lose any one of the eight would cause difficulty for us in
the Center. I say this because all eight are very key people performing
essential tasks. I am convinced, however, that it is in the Center's
own interests to do all possible to insure that you have a comprehensive
list of the best we can offer from which to select.
3. I have not discussed an assignment on Project ASPIN with any
of the eight officers and would appreciate your contacting me before
communicating with any-of the eight officer:, yourself. I am sure that
most, if not all, of the eight are aware of Project ASPIN and at least
two of the men have expressed interest in it.
4. The officers (brief biographic sketches and descriptions of
their current jobs are contained in the attachment) in order of seniority
are:

5. In addition to the sketches provided in the attachment ou
may want my own personal views on each of these eight men. I 25X1
believe, is admirably equipped to contribute well to your taskk, particu-
larly because of his current knowledge of A1)P stemming from his job as
Chief of AID and because of his prior experience both in NPIC and in OBI
dealing with the production of intelligence information. He is an
excellent supervisor and a good writer. He articulates well and in
addition to the two backgrounds I have mentioned served NPIC for some
time in a planning and management role in which he became familiar with
the PPB system. The one proviso I would make to his selection would be
that he is forced to follow a reduced work :schedule and leaves the
office promptly at 4:30 p.m. every day ever since suffering a heart dis-
order a couple of years or so ago.
6, has played a key role in NPIC ever since its inception
having come from OCR. He has been a collateral support specialist and now
functions as the number three man in the Imagery Exploitation Group under

quite familiar with computers and automated systems and has used them
imaginatively. He performs best when given a single task to carry through
from start to finish. He is a good innovator and fine idea man. I think
you would find him of surprising value.

has had a wide background in management engineering in general. He is
not the most dynamic individual in the Center but would perform well with
direction and stimulation.
9. 0 is the best computer man in .he Center, perhaps in the
Agency. He has a great wealth of knowledge in this field. He does, how-
ever, find it difficult to communicate it. With the proper stimulation
and direction he could be a valuable member of ASPIN. I do not believe
that he has much depth in the intelligence production process. I think
you would find him particularly strong in the field of computer applications
and innovations.

10. is one of our (and I think the Agency's) best young comers.
He has ha previous experience in OCR and I land has had experience in
the intelligence production field. More recently, he has been in the PPB
shop and was one of the few Agency selectior,s for specialized training at
Stanford. He has done some excellent studies on difficult and complex
issues confronting Center responsibilities and missions. He writes well,
speaks well, and is quite well-liked by his colleagues in all components
of the Center. We frankly would like to gel: at least another year or two
worth of payback for his schooling at Stanford here in the Center. He is,
however, clearly a man marked for bigger things. We have had in mind to
get a rotational assignment for him at Headquarters OPPB. I am sure he
would work well on ASPIN.
11. 0 came to us about two years, ago from ORR where he did
military cost analysis. He has performed with great distinction in our
PPB office. He is a very bright, no nonsense young man quite familiar
with current operations research techniques. He is a whiz at statistics
and their use and has developed detailed knowledge of the computer field.
Among other things, he can speak "SIMSCRIPT."
12. 0 is a whiz as a mathematician and a computer man. You
would find him very strong in conceptualizing. He is the kind of officer --
all too rare -- who can formulate entirely new concepts for computer
operations and go on to do the actual programming to carry out the concepts.
12. Obviously, we hope your q petite is such that you don't take all
eight. More than two of these would virtually eliminate much of our
capability to do the kind of work expected of us in the Center these days.
