We have there- fore prepared revised estimates and schedules. This results in all our programming appearing to be "on schedule." The amount of slippage can be seen by comparing the new sched- ules (Attachment 1) to the old schedules (Attachment 2). A. more significant comparison is the amount of overlap. Our plan was to reserve the last three months before the implementation date for full system testing (Category III on the charts). All of the extensions of Category II tests (tests of sub-systems) into the last three months represent slippages. The one exception to the above is the bottom line: Training. This is shown three months behind schedule. The last report identified software and preparation of basic training manuals as the two most critical areas. Software has proceeded quite well during this period but it is doubtful that previous slippages will be made up. Prep- aration of manuals is clearly behind schedule. Software can be tested and ready by 1 July 70 only by severe over- lapping of Category II (subsystem) and Category III (the full system) tests. This is not possible if extensive errors are encountered in Category II tests. The quality of present IIS Software products permits a quiet optimism but the likelihood of interface problems is high. This will permit more reliable software and proper training with the proper tools. rdware procurement and installation is on schedule. 25X1 X1 25 Construction of the first floor mass storage area is com- plete and installation of Pastrand drums is about two weeks behind schedule, which we do not consider a significant delay. Site preparation for terminals is 702 complete and installation of devices 3s undervay. A third 0 CRT terminal was received and is being tested. Two more are scheduled for the next period; the plan is for a total of twelve. One data entry device was Installed and the remainder will be installed during the next period. Fourteen of the 21 query devices Substantial progress. has been made during this period, as stated in the highlights. However, previous (and some current additional) slippages in program preparation will not be made up during completion of programming effort. They will be made up if, as shown on the attached chart, we are successful in early taste and are able to run many Category II and III tests concurrently. E. line 2). The slippages in other work assigned to ~:Dwill result in an overrun amounting tol we have submitted a request for authorization to approve the overrun (which will not change the fixed fee). All but three programs are scheduled to be completed and ready for Category I tests during January. They are all in the Data Bass Maintenance group: Periodic Update, which is scheduled for 6 April (line 3); On-Line Update, scheduled for 9 February; and file conversion, scheduled for 9 March (line 9). There have been some slippages in Category II test plans but they will be ready when needed. With one ex- ception, all Category II tests will begin during the next period; Data Base Maintenance testing will begin the second week in March.' The work of the e quite acceptable. Unfortunately the delay in obtaining security clearances for person- nel is one of the deterrents to the Periodic Update pro- gramming. One 0 employee has not yet been cleared, but we know of no additional way to speed this up. PROCEDURES - DATA BASE This work is on schedule. Primarily, it awaits develop- ment of requirements for the data required for testing. The completion of training manuals, which are essential when training supervisors and working level personnel, is three monthsbehind schedule. We are now actively seeking a dedicated area for classroom instruction which will contain all remote devices necessary for learning by doing.
