I* As a result of reference A whI.ch deferred the re-
duction of NSA secure telephone service to ex Istin" customers,
we have reviewed our previous plans (reference B>) for pro-
vidIn{ secure voice service to NPIC subscribers.
2. The pri: ary effect of the r efevenced NSA action on
NPIC is that a large portion of the total tiashinF:ton area
secure voice com` unity will continue to be served via the 14SA
Secure Telephone System in the F70-.7i,. time fram , and cover -
aee via the DOD AUTCS- VCCO System will not be as extensive as
earlier foreseen. In order to cormpe;rsate for this change in
environment, we propose to offer NFIC subscribers direct access
to the NSA Secure Telephone System as well as access to the CIA
System and AUTOS' OCOM conimun? ty.
3. To accomplish this, we would continue with our MPIC'
switch expansion pro ;ram as previously outlined, but would re-
tain and expand the NPIC access to the 3SA Secure Telephone
System via the 1,1SS switch, while reducIne the nu ber of trunks
planned for providin access to the CIA and AUTOS aVOCON Systems.
As discussed with your Teleco7,munications Staff, the s.PIC switch
would be en ineer'ed to deny possibility of interconnect. of NSA
Secure Telephone subscribers with subscribers of the CIA and
AUTOS EVCCG?4 systems while providing NPIC subscribers wlt~: access
to both -systems. All costs involved in this action would be
borne by NPIC.
