I talked with NSA Liaison officer, NPIC. He produced the following
info
rmation:
(1) NSA did have plans to request a second line to NPIC but it was in their
'72 budget. Recent shifts in monies have made available sufficient funds to
finance this line at this time; consequently, the recently generated interest by
NSA.

(2) verbal inquiries were to determine.whether a second
line was feasible. He says NSA is in the process of preparing for Adm. Gayler's

I gather that erbal inquiry was to determine whether NPIC had
any
objections to NSA asking or a second line before they took the letter in for
Adm.
Gayler's signature. If the informal inquiry came out affirmative, it was their
plan
to go forward with the formal request. So, I think what he is looking for is
some
one to say, "Yes, we have no objection to you asking for a second line; it is
technically feasible to accomplish." A
