SUBJECT : SITSUMS
1. Reference is made to your 9 March memorandum to Chief, PPBS,
on this subject.
2. We realize, of course, that these SITSUMS are designed for
your benefit, and that the scope and orientation will be based on your.
expression of interest. From our standpoint, however, we would hope to
see these briefings limited largely to "big picture" topics such as
progress and problems in major Center programs, significant trends, and
matters affecting the NPIC image. It is suggested that they should
avoid isolated or transient operational or administrative problems
which are under control within the Groups.
-suggested that PPBS give a "rehearsal" or "dry-run" presentation to
Group representatives several days before briefing the Executive Director.
(IEG would send its Operations Division Chief and/or Executive Officer.)
We see the following advantages to such a preview:
coordination of such matters will avoid controversy or time-consuming
discussions during the formal presentation and will increase the SITSUM's
value to you. To insure complete and timely coordination, it is
3. A two-month interval for the SITSUMS appears quite adequate.
4. We feel strongly about the last point in your memorandum, which
instructs PPBS to "alert" a Group Chief of an intention to brief on a
matter pertaining to his Group. It is believed that full advance
a. Groups could make appropriate contribution to PPBS
material, resolving some questions in advance.
b. Group representatives could brief their respective
Chiefs on highlights, enabling the Chiefs to respond more
competently to questions during the SITSUM. Also, this might
reduce the number of staff "experts" brought along by Group
Chiefs to the SITSUM.

SITSUMS - Your memo 9 March 1970
I am glad to see sitsum continue.
I have found them informative and interesting.
Gives a good overall Center perspective.
Every two months sounds like a good time frame.
I certainly have no objection to PPBS expressing editorial comment. It can be
a more profitable discussion if the Group Chief has been alerted beforehand.
5 1 I would like Ito attend each with me.
