SUBJECT
Supergrade Position for Chief, Support Staff, NPIC
1. attached memorandum from the Executive Director, NPIC, was
prepared as a reclama to the earlier recommendation of the Deputy Director
of Personnel for Plans and Control that the Chief, Support Staff, position be
retained at the GS-15 level.
2. It clears up the previous misunderstanding regarding the possibility
of merging the NPIC/PPB and Support staffs and clearly separates the PPB
and Support duties and responsibilities. The organization of NPIC regarding
PPB and Support is consistent with other elements of the Agency where these
functions are separated. It Is my understanding that now the PPB staff does
not have any functions which properly belong in the Support Staff.
5. The sine and complexities of the Support function in NPIC prompted
me to ass a supergrade incumbent to be Chief, Support Staff. I concur in
I I recommendation to classify the position of Chief, Support Staff,
rMC, as GS-1b.
