1. This m rand suixnits, in paragraph 3, a request for your approval.
2. The National Photographic Interpretation Center :EPIC) has recently
reviewed the a ployment application of al who is seeking a
position as a Physical Scientist. possesses both i%achelor and M aster
of Science degrees in Physics and t ci experience which is of great value
in a critically important area of TIC. The Physical Scientist position
in Technical Services Group, Research and Engineering :efvision (TS,',/" D)
enceasses the full gamut of contract management, from the initial definition
of operational requirements for new R4D projects, through the develoent
of objectives and specifications, evaluation and selection of contractors,
contract negotiations, monitoring the contracts and progress of the work, and
inspection and acceptance of completed projects to the orientation of operation-
al users of the new equiponent. four years of contract monitoring
experience with the U.S. Air Force, and hd.s present experience of one year
as a Physicist with the I I coupled with his academic back-

has the growth potential and the professionalism required for the inc .

3. Although there has been an increase in the availability of well-
qualified applicants at most levels, it is difficult to find professional
scientists of qualifications and potential who have the motivation
to make a career in government, particularly at the salary level he indicates.
