SUBJECT : Progress Report

1. Four months have I labored in this position which was now to me.
Let me tell you how it goes from my point of view.
2. 1 am enjoying immensely the opportunity to engage in the kinds of
responsibilities, problems and services offered by such a position in such
an organization. It is fun -- in the sense of being lively and of return-
ing much personal and professional satisfaction. It must also he relaxing
-- because I am told that the bags under my eyes markedly have decreased!
3. The meaningful measure is and will be my effect on the organization.
So far, I have found a considerable happiness of response to my active,
accessible and intervening management posture. Not everywhere -- there are
a few areas from which the responses have been sluggish, circuitous, or con-
stipated.
4. I am moving deliberately concerning changes and new directions in
the Center's ways of doing things. Some changes are needed now in several
areas of activity -- safe parking for employees, our Career Service and
career development mechanisms, ways of making our intelligence reporting
more timely and more relevant, and our building safety disciplines.
5. Circumstances have not permitted me to move deliberately in the area
of plans, budgets and manning positions. Arriving here in the midst of a
five-year programming round coincident with Administration economy pressures,
I hurriedly and with knotted brow have made some difficult choices. I have
yet to gain confidence that I understand adequately what the effects will be
of those decisions.
6. I am puzzled by many aspects of our research and development manage-
ment work, which seemingly needs focus and definition. I am seeking to approach
the specifics of our RFD with an attitude effectively balanced between. this
initial scepticism and an optimism focussed on the useful goals which might be
reached if we only try.
7. ~ooms large -- as an opportunity to enhance everyone's in-
telligence contribution and as a workload. I ani scheming about how to convert
our customers to a gourmet appetite -- a change in their eating attitudes which,

together with the Center's cn.n efforts, will enable us to cope productively
with the capability.
8. In sum, you have assigned me to work that I enjoy and in which I
have high hopes that I am and shall be able to contribute progress.
