The following six DIAXX-1 positions are identified 'per your requc t, as those that would be sacrificed in the event of a 5% manpower redaction imposed on our office in FY 1971: JTDRN POSITION S R11-1C , 06357 Intel. Div/11X?/NPIC USAF Ops. Div/IFkG/ PIC US J' TSG/,TPIC USA DIAY.X-4 Civ, 2. As you are aware this office suffered a net- loss of three positions as a result of an Agency-wide reduction in FY 1970. Only one of these, a LTC USI'II' billet in the Technical Services Group, was taken from NPIC, The other two were lost from the DIM -4 Liaison Staff which is outside the functional control of the Center and therefore not counted against the DIA/?`PIC co:_mstment. In the event that we would be required to undergo a Curt-her reduct=_o i of;six spaces in this fiscal year, only one could be taken from the Liaison Staff without rendering it ineffective and the remaining five spaces would have to be cut fror.m the NPIC staff as shown above. 3, No P1 spaces would be afected in thi s reduction and the loss to ITI?IC would occur in other-than-PI functions. Your of these spaces would be taken from the Operations Division of the imagery Exploitation Group (OD/ iEG). They are currently authorized to provide DIA assistance and support in 1UG report production anagement, test and evaluation of prototype P1 equipment, and conduct of multisensor and other specialized exploitation st'.;dy.pro rams. The loss of four space in the Operations Division would reduce DMA's participation to o-e professior.-.l. civilian and would. impact heavily on this IM support activit; . 1+. The fifth } IA/NPIC billet that would be deleted is that o L' a military R&D specialist in the Technical Services Group) (MG). The incumbent is ;: s- ponsible for monitoring and coorciiita.uing R ::D activities concerned with develop- ment and deni;n of advanced P1 equipment, processes and techniqucs. In return the Agency has derived full benefits from the .research in terms of sharing in the results of advanced equipment design and in the general advancements in the state of the art of the Image exploitation process. A further reduction in the DIA input to this f union beyond the space lost in FY 1970 would reduce the DIA/TSG staff to four personnel and would considerably lessen the Agency's influgnce and role in national reconnaissance R&D activities. 5. The sixth position susceptible to loss in the event of a reduction is - ,that of Assistant Operation's Officer in the DTA)C-4 Liaison Staff. The Liaison Staff, under full DIA functional control, is, responsible for liaison .between DoD and the NPIC and serves as a focal point for DoD requirements levied on the Center. Additionally, the Staff is responsible for providing all administrative and personnel support to the DIA/NPIC contingent. In FY 1970 .this Staff sustained the loss o: two of its six positions. The loss of an additional billet from this Staff would Jeopordize the liaison function at the ,Center and would severely restrict the administrative support provided to the DTA/NPIC staff. 6. Regardless of DIA's capability to absorb a reduction at the NPIC without affecting the PI staff, the abolishment of any of the above DIA positions at this time would be viewed as a breach of faith by DIA in its relations with the National Center. DIA currently derives support from all C=enter non-PI resources while contributen; only minimal assistance t' these activities. The Center has to date fully supported DIA non-PI requirements but with.the planned introduction of advanced reconnaissance systers later this year, this non-PI support capability will be severely tasked. A reduction. in the limited resources now provided by DIA in the face of repeated NPIC requests for DIA assistance in these non-PI areas could result in a limitation or curtailment of certain PTPIC services and most assuredly would give an Impression of a lack of real interest in the National Center on the part;af the Agency.
