SUBJECT . Discussion with OP/FNCD Representatives
Regarding NPIC Staffing Complement
1. 1 met with (Chief, Intelligence and Support
Branch, Pr1CD, OP) anon this date to discuss possible
adjustments in the NPIC Staffing Complement to resolve'grade progression
problems. indicated that they had reviewed our proposal and
reached the o owing conclusions:
a. That the journeyman level for a majority of the NPIC
professional positions is GS-12. his is already
recognized on our staffing complement by the designation
of many of these positions at the GS-12 level as being
flexible incumbency positions.
b. That the number of journeyman positions required to perform
the NPIC mission and functions should be determined by
NPIC and DDI. F- _J will support, from a position
classification standpoint, any reasonable proposal to
increase the number of GS-11 and GS-12 positions for
Imagery Analysts, Photogrammetrists, Mathematicians, etc.
c. That we should consider in making our determination the
continuing need for some entrance level positions, the
composition of personnel already on duty and the work
to be performed.
d. That this might be as very bad time to discuss average
