Developments as of 16 November 1970
1. On 12 November 1970, the undersigned met with

the purpose of studying the INS and determining if it meets with NPIC
requirements. I will set up a separate session for this team to meet
with 0 representatives when they will be at NPIC for a 25X1

5. On 16 November, I requested the travel section of Personnel
Branch to figure the costs of TDY and travel which will be incurred in
training and PI correlation tasks during operational missions, 1 April
to 15 May 1971 (see attachment). This came about as a result of NRO

changing from their original statements that they would pay for certain
-costs incurred directly as a result of thel project, such as 25X1
training, travel, and contractual support. It appears now that NRO ex-
pects NPIC to foot the expenses of travel and TDY for NPIC personnel.
This has been attested to by all NPIC representatives who have attended
the earlier Imeetings and was restated as our understanding
in Mr. Lunda s reply to letter. These costs will be taken
up with pertinent NPIC au ori-ies To determine if we can or are willing
to accept this burden in addition to the many manhours, etc., which NPIC
is already committed to.
