1. IEG agrees with the IAS Memo regarding camera off-on situations for

0 owing comments which do not alter the IAS statements but are offered in
addition thereto:
a. At the Derazhnya MRBM Complex, the aft camera ono cut
off early. Because of normal image motion on "camera off" frames the
few elements of the complex covered were identifiable only. On pass
=the aft camera cut off 100 nm north of the complex and the last
forward frame which covered the area also was rendered IDO by the image
motion.
b. At the KYMTC, I (turned on south of the center missing all
but a minute portion of it.

c. At the Nenoksa Missile Test Center l =kppeared to be 25X1
-0-00 turned on too late, as only the aft camera covered the center.
d. At Olovyannaya ICBM Complex the cameras were turned on too late
to cover the complex.
2. A check with NRO through ICRS reveals that prediction of poor
weather as indicated below by the passes involved caused the on-off camera
action:
25X1 Nth- a. redicted 90% cloud cover.
25X1 b. Predicted 95% cloud cover.
3. When such condition exists for bucket 1 NRO re-programs each
target/area for the 2nd bucket. Prediction for for Derazhnya, 25X1
Pervomaysk, Olovyannaya, KYMTC and Cairo/Nile Delta looks favorable.
