The Center has reviewed your proposed system for stating mission exploitation requirements. We support any effort to improve the current method of formulating first- and second-phase exploitation requirements and view your proposal as a step in that direction. 2. As you are aware, we are in the process of studying a revised exploitation and reporting system which may render obsolete the present system of rigid target accounting and mission-oriented reporting. Until such time as we develop our ideas and have something positive to report, we recommend proceeding with the development of your system of mission exploitation guidance. 3. We offer some comments relative to your system which should be considered. _j( a. National Targets: For a target to qual y for inclusion in the NIETB there must be reasonable expecta- tion that imagery of this target will provide information of direct significance to issues or situations of importance to U.S. national interests. Furthermore, a target should focus on the principal function of that target which impacts on U.S. foreign and defense policies and programs and encompass all related and co-located facilities. Thus, when speaking of an airfield we should also include defenses, storage, electronics and other associated features. Target Categories: We believe there are two basic categories to which targets should be assigned; those requiring reporting each time imaged because the information could have an immediate influence on national policy and program decision, and those targets and areas which should be monitored for continuance of the status quo or changes with potential impact on U.S. policies and programs. In the latter category the frequency for monitoring will vary. The former category could be divided into two sub-categories; the first would include those targets where the information derived would have an immediate influence on national intelli- gence problems and the second would include those targets where the information is required before the next coverage of that installation is acquired or before periodic review of all related targets would be accomplished. Any scheme for managing target readout must permit rapid reporting of unanticipated information. The assignment of targets to specific priority categories for exploitation must not preclude reporting the information under a different priority if there is a need for it. c. Collection Systems: The specification of exploitation requirements by collection systems seems unnecessary. Needed information should be reported from: whatever source available. EEI's: A statement of the intelligence problem or identification of those issues or situations of importance to U.S. foreign and defense programs and policies should precede specific lists of EEI's. Specific target lists should be related to these statements, e. Frequency: The frequency with which a target is scheduled for readout should depend upon the nature of the target, the time necessary for a target to undergo a signi- ficant change and the reaction time involved in modifying U.S. policies and programs in the light of changes detected. Suggested intervals would be 90, 180, 270, and 360 days from the date of the previous readout. 4. We anticipate. playing an active role in the development of the guidance system and will provide greater detail on some of the above points as the situation dictates. The Board will select on a daily basis those items continuously extracted from imagery and submitted to the Board by the Imagery Exploit- ation Group for publication. in the NPIC daily vehicle (hard copy report and/or cable). The Board will evaluate these items in terms of national level requirements of highest priority and concern. The Board will select, approve, and designate subjects by NTP category of NPIC responsibility to be reported on a second priority basis -(weekly or bi-weekly publication). The Board will determine those items or subjects to be reported in- depth on a monthly publication basis. These items will include all categories of NPIC responsiblity under the N'I'P plus internally generated information of significance to the intelligence community. Summary publications by topic, subject, or target type, will be designated by the Board in response to national requirements for quarterly, semi-annual, or annual publication. Approved For Release 2003/12/22 : CIA-RDP78B05703A000700030002-4 Approved For Release 2003/12/22 : CIA-RDP78B05703A000700030002-4 NPIC SECRETARIAT The responsibility of the Secretariat is to provide primary support to the NPIC Executive Board as follows: - Processing of all requirements levied upon the NPIC - Maintain central data file on requirements for NPIC imagery exploitation, reporting, and production services. - Serve as point of contact for external organizations in the submission of intelligence requirements to NPIC. Coordinate Executive Board actions within the Center. Serve as NPIC representative to COMIREX/EXSUBCOM. Perform staff studies and summary analysis of requirements as directed by the Executive Board. Provide general staff and clerical support to the Executive Board. General Support - Provide general support to the Executive Board for the preparation of memoranda and general clerical support.
