Imagery exploitation in the coming; years presents an exciting challenge to NPIC. As we view the impact of the 25X1 responsibilities, potential peaceful uses, and other considerations not yet even defined, we recognize that the present exploitation process cannot be carried forward unchanged. The sheer volume of imagery and intelligence to be derived therefrom dictates streamlining of procedures and improved responsiveness to intelligence requirements. We have relied heavily in our planning on the introduction of new equipment and technology to enable us to handle increased volumes of work. Additionally, we have implemented over the past year some procedural changes which have improved our performance. We believe, however, that further streamlining needs to be considered and are currently studying a revised exploitation and reporting system. 2. The present system of rigid target accounting and mission-oriented reporting, as we see it, must give way to a flexible system to ensure effective response to priority needs of national and strategic importance. Based upon our study to date, we see a time-phased exploitation and reporting concept as offering the best solution to the problem. Daily reports covering those situations identified by the intelligence community as being of the greatest significance to the U.S. foreign policy and defense program, b. Weekly and monthly reports concerning significant changes to known targets, new targets, or subjects of national intelligence interest (of somewhat lesser impor- tance than those covered by daily reporting, but still related to national or strategic issues and problems). c. Monthl.y or quarterly comprehensive reports of in-depth exploitation on subjects which are not necessarily time-dominated. 3. Obviously, implementation of this flexible exploitation and reporting system would require considerable reorientation of thinking within the intelligence community. We would necessarily continue to look to the intelligence community for identification of those national issues, situations, and problems in priority of importance and need for rapid response or longer term in-depth analysis. We would expect, however, that management of the exploitation process and decisions relative to reporting procedures would be reserved to the Center. The Board will select on a daily basis those items continuously extracted from imagery and submitted to the Board by the Imagery Exploit- ation Group for publication in the NPIC daily vehicle (hard copy report and/or cable). The Board will evaluate these items in terms of national level requirements of highest priority and concern. The Board will select, approve, and designate subjects by NTP category of NPIC responsibility to be reported on a second priority basis (weekly or bi-weekly publication). The Board will determine those items or subjects to be reported in- depth on a monthly publication basis. These items will include all categories of NPIC responsiblity under the NTP plus internally generated information of significance to the intelligence community. Summary publications by topic, subject, or target type, will be designated by the Board in response to national requirements for quarterly, semi-annual, or annual publication. Approved For Release 2003/12/22 : CIA-RDP78B05703A000700030004-2 Approved For Release 2003/12/22 : CIA-RDP78B05703A000700030004-2 NPIC SECRETARIAT The responsibility of the Secretariat is to provide primary support to the NPIC Executive Board as follows: Processing of all requirements levied upon the NPIC Maintain central data file on requirements for NPIC imagery exploitation, reporting, and production services. Serve as point of contact for external organizations in the submission of intelligence requirements to NPIC. Coordinate Executive Board actions within the Center. Serve as NPIC representative to COMIREX/EXSUBCOM. Perform staff studies and summary analysis of requirements as directed by the Executive Board. Provide general staff and clerical support to the Executive Board. General Support - Provide general support to the Executive Board for the preparation of memoranda and general clerical support.
