This morning JJH wrote the following note tol "We now have
in prospect three new kinds of payload delivery systems -- FOB's, SS-9 MRV
and SS-11 MRV -- to.-worry about in terms of deployment. Do you and
have an imaginative young (or old) man who could put his head togeth wi
an OSR type and a FMSAC type to come up with a spectrum of possible clues
for identifying silos (or groups) in which these new systems are (or will be)
deployed? See also Surveyor of 30 October ?Item 2."
Identifying Soviet Offensive Missile Capability
We received a res onse from IEG to the JJH note of 11/4 (see Item 11/5-5).
in his memo to II had suggested that we put our heads together
with OSR and FMSAC to come up with a. spectrum of possible clues for identifying
new Soviet offensive miss les. 0 in his response pointed out that there
has been on-going effort,,that they propose to hold a seminar involving OSR
FMSAC, IAS and IEG analysts, to review available evidence.
JJH reviewed the memo sent to him yesterday entitled "Search for
Soviet ICBM Payload arian s. In this memo II had suggested that a

seminar be set up with CIA and DIA analysts on t is topic. Today 25X
25X1 wrote a note back to a follows: "Ok. Move on with the seminar but
25X1 what can be done now about coverage needed."
4. Soviet Offensive Missile Systems Symposium
We received from today a memo describing the syml3sium held
in IEG on 25 November to examine possible indicators of the Soviet SS-9
missile which may give clues to the different types of payloads. At the
symposium there were representatives from IEG, RISAC, IAS, OSR and DIAPP-3.
No clear-cut indicators suggesting or negating the presence of SS-9 variants
could be identified although there were areas suggested for continuing analysis.
Additional Ocoverage was suggested for various launch sites at TT and at
four deployed ICEM complexes. In a note from 0 he stated that these
recommendations for coverage will be tabled at ICRS well in advance of the
