MEMORANDUM FOR: Director, National Photographic
Interpretation Center

1. As you know, Program D is presently in the technolo
gy
development/system definition phase, and a large number of contractors
are active on the program. Many of the activities are competitive
and numerous interfaces exist, both between contractors and with
government agencies. It appears that some of the contractors will
want to discuss matters relating to the processing of the final
product with your personnel who are conducting related development
tasks. Since we have established firm procedures with our contractors,
we would appreciate prior coordination with this Office.
2. It is suggested that the most efficacious channel for
coordinating such visits or discussions would be between your Security
Staff and that of this Office. Our security personnel can then affirm
the technical justification for the meeting from our OProject
Staff and can also certify to you the current Daccess approval
status of the contractors in question. It is anticipated that the
established interfaces between OProgram and NPIC engineering
personnel will continue to provide technical coordination of our
respective development efforts.
