SUBJECT : Proposed Downgrading of Hainan Island Photography
PURPOSE: TO make photography on Hainan Island available to a greater number
of personnel who have a critical operational .and tactical require-
ment therefor.
DISCUSSION:
1. Hainan Island has been covered on the following N. Vietnam missions:

2. Since all N. Vietnam missions through Jan 1961 and all Communist
China missions prior to December 1959 as well as the three Communist China
missions in 1960 have been approved by USIB for downgrading, it would appear
most logical to downgrade the foregoing frames of photography to SECRET
Moreover, Hainan
island is part or Communist China over which TACKLE missions are currently
being flown.
