MENCRANDUM FOR THE RECORD Background Information CSMAPIC-73-63 2 April 1963 On 12 March 1963, asked for a listing of SA-2 sites outside 50X1 the Soviet Union. He indicated Gen. Carroll had been "given a rough time" by Congress during the Cuban hearings on the importance of SAM sites as indicators of other missile activity. A listing of satellite SAM sites was provided. He asked that / call them to Mr. Tidwell's attention just in case he would like to include the photos in the'OC/ Bulletin. He also asked that I post 50X1 Mi.. Tidwell was out, so I left a message along with the print numbers. Approximately at hour later I received a phone call from of OR 50X1 that he had received an urgent request from the re/I Office for the photos and that he had personally delivered the photos to Mr. Cline's office. At approximately the same time, I called the photos to attention. He asked if he could borrow the prints and make view graphs for the DIA. I loaned him the prints and the view graphs were made. I don't knew the exact date (the listed date was Feb 63) of the photography, but in less than 8 working hours after receipt by NFIC the photos were cata- pulted into the hands of the DD/I and the Director, DIA. Again, I don't want to seed impertinent, but this is the second case in two weeks in which the DD/P have missed identifying Missile equipment. 50X1 There is presently no mechanism at NTIC to assure us that such photos reach the hands of the pertinent special assistants, the DD/I, or more important, the DCI. We in CSD will continue to call such photos to the attention of Messrs.
