SUBJECT: DCI's Research and Development Advisory Board
1. Discussions with reveal that the
DCI is now in the process of setting up an R & D Advisory
Board of outside consultants headed by Dr. August B. Kinzel,
President of Union Carbide Co., effective 1 July 1963.

2. The Kinzel R & D Advisory Board is separate from
the CIA R & D Review Board, which is headed by General Carter
and made up of CIA senior personnel.
3. The DCI plans to receive Dr_Kinzel at CIA on Thursday
morning, 27 June 1963, and will bring him over to NPIC circa
2:30 P. M. to meet the members of the CIA view Board
and sit in for presentations. I informed that Dr.
Kinzel would have to have all proper clearances for us to
be able to handle him at NPIC. Dr. Kinzel will leave for
New York on a 5:00 P. M. flight and NPIC may be expected to
ge'-"E him to the airport on time.
4. Following Dr. Kinzel's meetings with the DCI and
other CIA R & D representatives, he will then be expected to
name the members of his Advisory Board and include in its
membership specialists covering each of the scientific
disciplines of interest to CIA.
