SUBJECT: OBI Illustrators
21 November 1963
REIIIRENCE: Memo to the Assistant to the DD/I (Admin) from the
AD/BI; Subject, Personnel/Grade Structure; dated,
18 November 1963
1.
The two illustrators referred to in the referenced memo are

2. The facts surrounding NPIC involvement with these two men
are as follows:
(a) During the week of 4 - 8 November 1963, an
illustrator in our Graphical Analysis Branch, was contacted by
and asked if there were any positions
available in NPIC tor which they might be considered.

tion to discuss the matter and suggested that if they were in-
terested they should contact me.
(b) On Sunday, 10 November 1963, made
personal contact with me and said they would like very much to
be considered for a position in NPIC. I told them that before
we could consider them they would have to secure permission from
OBI to have their files released to NPIC. I further told them
that they should discuss the matter with their Division Chief,
have him discuss it with the AD/BI and if said release was
granted to let me know. I would then request that our Personnel
Branch secure their files and arrange an interview. No further
action has been taken by me because I was not aware that the AD/BI
had released the files until I received late on 20 November 1963,
a copy of the referenced memo.

This day one of our 08-7 and one of our GS-9 illustrators
have asked for an O.K. to look into substantially better
grades and Job opportunities which they have been led to
believe are for their asking at NPIC. I have little
choice but to have their folders sent to NPIC. I make
two points. First, it appears that this represents NPIC
personalized proselyting, below the cognizance of Art
Lundahl to wham I will informally mention this, and what
you have deplored as a practice within the agency and
particularly within DDI. Secondly and more importantly,
this underlines my memorandum of 11 September requesting
S & W Division re-examination of the OBI grade structure
for this type of employee. An S & W Division man has been
visiting OBI but we have had no tangible results. In view
of the prevailing market for such graphics people vis-a-vis
our existing grade structure, and the added graphic responsi-
bilities you know OBI was required to assume, we are exposed
to a potential loss in production capability which could
become a controlling limitation on the production of NIS
General Surveys and other units with which we have been
newly charged by USIB.
