4. Watch Report No. 714
Several Board members participated in a discussion of the section
in the Watch Report concerning Laos, particularly regarding Communist
military intentions vis-a-vis the FAR and the Kong Le neutralist forces
in the Plaine des Jarre area.
The Board then approved. the Watch Report as amended.

5. Stage I Report of the Staff for
the Community Information
Processing Study (SCIPS)
(USIB-D-39.7/5, 16 March;
USIB-M-321, 22 April, item 6)
In opening the discussion of this item the Chairman noted that
the Board had deferred action on the SCIPS Report following a brief
discussion on 22 April (see reference minutes).
Mr. Borel, the Chairman of CODIB, requested that Recommenda-
tion 5 in the subject report be dropped since it had not yet been demon-
strated that this was useful with respect to SIGINT alone and that,
therefore, the program probably should not be broadened at this time.
General Carroll acknowledged the problems involved, but objected
to dropping Recommendation 5 because of its ultimate potential as a
useful intelligence community program. The acting CIA member
pointed out that there was no disagreement in principle and suggested
that the problem be handled by incorporating Recommendation 5 as one
of the tasks to be studied under Recommendation 4.
Dr. Tordella suggested the need for flexibility in the opening
sentence of Recommendation 4 so that it did not appear as though all
the proposals had to be accomplished at once. Oeneral Carroll agreed
and suggested selecting the most pressing and urgent tasks for first
attention. The CODIB Chairman acknowledged'the need for some
priorities, but pointed out that the accomplishment of these tasks
required .a variety of expertise, and hence no single organizational
component would be unduly burdened even if all were pursued con-
currently. Dr. Cline then suggested that the permissive language
proposed by Dr. Tordella would give sufficient flexibility to make
manageable the problems which may arise.
The Chairman agreed with the need for more flexible language
and suggested that a quarterly CODIB progress report to USIB would
help keep the program moving.

The Board then:
a. Noted the Stage I SCIPS Report (USIB-D-39.7/5) and
the Consultant Panel Evaluation therein.
b. Approved the recommendations on pages 20, 21, and 22
of USIB-D-39.7/5 subject to the fo1lowing changes:
(1) The first sentence of Recommendation 4 is to read:
"4. Direct CODIB to establish ad hoc groups to do such
tasks as:"
(2) Amended Recommendation 5 and directed that it
be incorporated in Recommendation 4 as item j. to read
as follows: "j. Develop a plan for a data files and systems
library and the exchange of files for all types of intelligence
data, taking into consideration action previously approved
under USIB-S-13. 4/4. "
c. Directed that CODIB submit to the Board a quarterly
rdport on progress being made on the VSIB-approved recom-
mendations in USIB-D-39. 7/5.

10. Request for NIE on The
Likelihood and Consequences
of a Proliferation of Nuclear
Weapons Systems
(Ref., NIE 4-63)
Copies of a letter from the State member to the Chairman, USIB,
with enclosed Suggested Terms of Reference, were tabled which suggested
updating the referenced estimate in the third quarter of 1964. The letter
noted that additional information had been obtained on several countries
which would change the conclusions of the reference estimate which the
Board approved in June 1963.
Following a brief discussion centering on the new information
available in this field, the Board approved the production of the subject
estimate late in the third quarter of 1964.
11. State Request for NIE on
"Likelihood of Proliferation
of BW and CW Weapons
Systems"
(Tabled at 22 April meeting;
USIB-M-321, 22 April, item 7)
Mr. Kent, in opening the discussion on this item, reported on
the serious problems involved in doing an estimate of this scope,
particularly with reference to the second part of the Terms of Reference
that relative to the development of "token" BW and CW capability.
He expressed concern that such an estimate might swamp the Scientific
Intelligence Community in a task of dubious value. He also pointed out
that there were a good many already published intelligence studies which
were appropo to this subject.
The State member said he was aware of these problems, but that
he was reluctant to tell the original requestor, the Arms Control and
Disarmament Agency (ACDA), that the U.S. Government could not help
them on this problem.

The Chairman agreed that it would be difficult to produce such
an estimate, but he also did not want to refuse the request. Mr.
McCone suggested the possibility of producing an estimate with a
format similar to some previous nuclear estimates in which a limited
number of countries were treated by categories in declining order
according to their potential in the field.
Following further discussion on how such an estimate might be
handled, Mr. Hughes suggested a meeting of interested parties to see
if a workable solution could be devised. The Chairman agreed.
The Board then directed that the Chairman of the ENE call a
meeting of all interested parties to work out a satisfactory solution to
ACDA's request and to report recommendations to the USIB at an
early date.
