Approval of Minutes 18 March Meeting (USIB-M-317, including records of action in USIB-D-41.14/117 (COMOR-D-24/124); USIB-D- 41.13/7, distributed through restricted channels; and USIB-D- 10.1/6, limited distribution) Approved as circulated, including the referenced documents.* 7. Watch Report No. 710 It was noted that the Board had approved the Watch Report telephonically yesterday due to the postponement of the meeting. 8. Quarterly Review of National Estimates Program (ONE Memorandum for USIB, 20 March 1964) The Acting Chairman of the Board of National Estimates (BNE) proposed three changes in the NIE Program: a. Postponing the Cyprus estimate for 29 April until June 1964. b. Adding a South African SNIE which would be tentatively scheduled for Board consideration on 29 April 1964. c. Postponing Board consideration of a SNIE on Brazil from 8 April until early May 1964. There followed a short discussion on these proposals which centered on Brazil. It was generally agreed that the political upheaval in Brazil made a meaningful and thoughtful estimate most difficult until *It is requested that all holders of USIB-D-10.1/6, limited distribution, correct the spelling of General Khanh's name in paragraphs 5 and 6 from "Kanh" to Khanh". SECRET USIB-M-318 2 April 1964 at least, early May, and possibly later, depending on the course of events. The Chairman agreed to the postponement, but recommended immediate production of a memorandum on Brazil concentrating on the personalities of central influence in the current crisis. The acting CIA member reported that plans were underway for such a memorandum which would be produced by OCI. In reply to a question from General Carroll, Dr. Cline indicated that, if events in Brazil permit, he hoped to have the memorandum completed by the close of business on 3 April. The Board then approved the National Estimates Program for the second and third quarters of 1964 as amended.* 9. Quarterly Revision of Supplement to DCID No. 1/3 (ONE Memorandum for USIB, 20 March) In connection with a question raised by Mr. Hughes, the Chairman suggested that each USIB member conduct an audit in his agency or depart- ment to determine what effect the issuance of the Quarterly Supplement was having upon the collectiOn effort. Following a brief discussion on the substance of the report, the Board approved the Quarterly Supplement subject to the following amendments:** a. The statement on Cyprus to read: "Developments in the Cyprus situation, with particular reference to Soviet and Communist activities and the Soviet position in the Eastern Mediterranean, and Makarios role vis-a-vis these activities." b. The paragraph on China-India-Pakistan to be retained unchanged as it appeared in the previous supplement. *This schedule of estimates, as approved above, will be reproduced and circulated to the Board as USIB-D-14, 1/23. **This new Quarterly Supplement to DCID No. 1/3, as approved by USIB, will be reproduced and distributed initially as USIB-D-25.1/11. The Secretariat will also arrange for printing of the document in established DCID format and its distribution in that form to holders of the Intelligence Directives Handbook. Requirement for Study on Soviet Activities Under the Test Ban Treaty In connection with USIB consideration of Items 8 and 9 above, the DIA Member pointed out the need for an agreed intelligence community paper on Soviet activities under the test ban treaty. The Chairman concurred in this requirement and noted that the AEC laboratories were disturbed by the lack of information on Soviet nuclear testing. Mr. McCone stated this concern was based on a belief that the Soviets could not adapt their technology to weaponry without further component testing in a considerable program of underground tests. In response to General Carroll's request that the study be started as soon as possible, Mr. McCone requested the Acting Chairman, Board of National Estimates (BNE), to consult with the Chairman, Joint Atomic Energy Intelligence Committee (JAEIC), on how the subject should be handled and report back to USIB at its next meeting. 11. The Question of Releasing Estimates to Friendly States Other Than the Commonwealth (USIB -D- 17. 8/14, 19 March) The Chairman proposed that this paper be amended by adding the words "by USIB" at the end of the first line of Recommendation B, page 2. This now reads: "We recommend that consideration be given by USIB to occasional release of NIEs to countries other than the usual subject to the following criteria and procedures." The DIA Member said that he subscribes to consideration of this type of release on a case-by-case basis, but that he was not prepared to say that the proposed criteria were adequate. Problems of Political Stability In West Africa (NIE 60-64) a. Approved as submitted. b. No member raised objection to the release of this estimate to USIA. The Acting State Member referred to the draft message for the contained in the reference paper which had 50X1 been tabled at the meeting. Mr. Denney suggested that this draft be referred back to a working group chaired by the State Department, to prepare a coordinated draft which could then be submitted for USIB approval, perhaps by telephonic concurrence if no major issues develop. 50X1 After a brief discussion, which indicated agreement in principle regarding certain questions raised by the DIA Member, the USIB agreed to refer the draft message for the to a working 50X1 group to be handled as proposed by the Acting State Member. Therefore, USIB action on this matter is completed, and SNIE 84-64 is not approved for release to foreign governments. 4. Semiannual Reports of Measures Being Taken by Members of the Intelligence Community to Enhance the Nation's Counter- Intelligence Posture (USIB-D-1.5/25, 16 March) For information and record purposes, it is noted that no Board member has requested that subject paper be placed on the agenda for a USIB meeting.
