SUBJECT: New Dombarovskiy - Orbk ICBM Complex
RE.LIERENCE: NPIC Message OUT 54002, 31 August 1964
1. Release by NPIC of this CIA message without confirmation by
the National Center is not considered to be in the best long range
interest of NPIC. It appears to be a much wiser policy to give credit
to CIA/PID for the identification of such a complex in an NPIC message,
and to add the National Center's concurrence in this identification.
2. Were CIA/PID not under the control of the Director of NPIC,
the referenced cable would have been entirely appropriate. However,
a duplicate cable would have been required by NPIC as soon as we
were consulted or became knowledgeable of this new complex.
3. This is the second case in the past sixty days that has come
to my attention. Each case creates friction between PID and PAG and
will in time destroy the cooperation which in the past has been en-
joyed between these National and Departmental elements.
4. As far as the P. I. is concerned, we certainly want to con-
gratulate for identifying this new facility, and we
would be most happy to welcome him back to PAG to fill one of the
vacant CIA billets.
