I was the NPIC duty officer on 17 January 1964. At 0900, I received a phone call from Bill Tidwell relative to an item that appeared in the OCI Night Journal. The basis for this item was an FBI report, which was third hand information. Apparently the FBI informant, "a usually reliable source," received a letter from a friend in Cuba which stated that the writer had a friend in the Cuban Militia who told her that Castro was going to attack Guantanamo. The letter further stated that a lot of Russians were coming into Cuba. Mr. Tidwell asked if we could check to see if NPIC materials indicated any sign of military build-up preparatory to such an action. 2. I contacted the PI coordinator for the Golden Tree IPIR missions, who was on duty and coordinating the IPIR on 3813. I requested that he check out the last three missions that covered the eastern part of Cuba to see if they revealed any signs of a military build-up. I also contacted the CSD specialist on Cuba, to determine if he had seen any collateral that would be of assistance in this search. He said he had not but would work with the PI's on the problem and render all assistance possible. 50X1 50X1 3. At 1300 hours, reported to me that a check of the 50X1 last 3 missions covering eastern Cuba 5UX1 had been completed and no signs of any unusual 50X1 military activity could be detected on the film. I called Bill Tidwell to pass this information on to him but he was not in. I did reach J. J. Hitchcock and gave him the results of our search. He seemed satisfied and thanked NPIC for its efforts.
