SUBJECT Operations Center
1. On 5 November, I approved the staff study of
3 November which recommended the merger of the SIDO/Watch
and the Operations Center now functioning as part of CGS.
The combined facility will be established as a DDI staff,
operating under the executive direction of AD/CI.
2. While the role of the CIA Operations Center in
the Agency at large will depend in part upon the results
of the IG Survey, now in progress, of Agency after-hour
alert-type activities, concurrent detailed planning can
nevertheless profitably be undertaken by DDI officers who
in any event will play major roles in the new Operations
Center. The present Operations Center will maintain con-
tinuity of its current activities while planning additional
functions under the merger.
3. I am designating , as
Chief, CIA Operations Center. He is directed to proceed, in
cOnsultation with the AD/CI, with the preparation of plans and
arrangements for implementing the 3 November study. He will
continue to supervise the work of the present Operations
Center.
4. and personnel now assigned to the
Operations Center are herewith transferred from CGS to the
immediate Office of the DDI.
