STAT 30 April 1964 Subject: Periodic Report #9 (2/1/64 - 3/30/64) Liaison and Consultation This report covers the seventeenth and eighteenth months of continuous contact with your installation. During this report period fifteen man - days of consultation or assistance were provided. The color photographic materials being produced in the PSD Lab are of professional quality. Refinement of techniques by Photo Lab personnel resulted in color duplicates which approach the theoretical limitations imposed by the materials and equipment being used. The Photo Lab now has on its staff at least one man with the technical "know how" to handle almost any color product. Training of additional personnel in color is in progress. PSD Management's Program to improve production efficiency was furthered by the decision to machine process narrow width paper prints. I. Programs A. Instrumentation - Mechanization During this report period assistance was supplied to Photo Lab Supervision and PSD Management in their selection of a black and white paper processing machine to purchase. Since the machine selected handles only roll stock, roll stock adapters were also needed on a few printers. No problems are anticipated from this aspect of the conversion. The basic essentials of such a program are already in use as a part of the Versarnat Processing of film prints. In the case of paper prints, control of quality will be shifted from the skilled technician who removes the print from the developer at just the right time to a system which controls several individual variables. The main advantage of machine processing is in increased output per man hour. Our calculations indicated the equip- ment could pay for itself in savings in less than a year. B. Quality Control No new effort expended on this program during this period. C. Color Duplication and Processing Significant improvement in the color quality of duplicates was realized by three changes. 1. Adjustment of the exposure of the Color Internegative Film (both for density and color balance) resulted in better agreement with the manufacture's aim for this material. 2. The response of the MacBeth Color Analyzer was aligned to match the sensitivity of the color film being exposed. (This was accomplished by Photo Lab personnel without any assistance or guidance. An excellent piece of work!) 3. Three color exposure of films using narrow band filters improved the rendition of some colors. II. Equipment Testing of the Photo-Chemical Solution systems to meet nitrogen leak specifications was witnessed. PSD has operated for over a year without nitrogen over the developers with no harmful solution degradation. In light of this, plus the fact Declassified in Part - Sanitized Copy Approved for Release 2014/03/31 : CIA-RDP78B05708A000500030004-2 Declassified in Part - Sanitized Copy Approved for Release 2014/03/31 : CIA-RDP78B05708A000500030004-2 IP -3- the equipment can never be modified to meet a zero leak specification, a recommendation was made to PSD Management to "buy off" on the equipment if it can meet a "reasonable" nitrogen leak rate. III. Materials Two new color films were introduced for testing, Eastman Color Print Film and Eastman Color Intermediate Film. The resolution of the Color Print Film is excellent, being exceeded only by the best black and white films. Both products are large production items, which give them a distinct price advantage. Both products are extensively used in the motion picture industry, which happens to have duplication requirements that closely parallel those of PSD. Processing instructions and formulas for the above mentioned films were provided together with sample quantities of the few chemicals which are unique to these processes. (Most other chemicals used are normally stocked by a black and white processing laboratory.) W. Maintenance Three man-days of maintenance assistance were provided. V. Training Advanced information was provided to PSD Management on courses in Quality Control and Photography at Rochester Institute of Technology in June. Little is known about the Quality Control course although the brochure on the course indicates the basic fundamentals are covered. The Photography Course enjoys an excellent reputation and is rapidly becoming one of the most popular short courses on that subject. The cooperation which we receive from PSD personnel continues to be excellent and is indeed appreciated.
