SUBJECT: Area Coverage of Cuba by U-2
1. The USIB today requested that the biweekly reports
from COMOR on coverage of Cuba be accompanied by a map showing
areas not covered. This map can be prepared by the COMOR
Working Group if NPIC will supply us with overlays of mission
plots on which clear coverage is indicated. Those you furnished
yesterday for our pilot exercise were precisely what we needed.
Z. Timing will be critical in this project, especially if a
mission is flown on the Sunday preceding the USIB meeting. The
schedule for each biweekly is as follows:
Monday - draft is written
Tuesday, 0800 - draft is revised, if necessary, to
include results of a Sunday mission and is then typed
on ditto
Tuesday, 0930 - draft is reviewed by the COMOR
Photo Working Group, typed on mats, and forwarded
to the USIB Secretariat through the Chairman COMOR.
Deadline is 1000, so that the USIB members will receive
their copies in time for review before the Wednesday
meeting.
3. The map, in other words, must be prepared on Monday
(or in unavoidable cases on Monday night) and completed by 0930
Tuesday morning, including information through the preceding Sunday.

If we are sent overlays each day as soon as they are completed,
we will have most of the basic information on file. In addition
to current information, we will need overlays extending back from
15 June to the point where complete island coverage is reflected.
It is essential that we receive the remainder (the results of Friday,
Saturday, and Sunday missions) as early as possible on Monday.
Anything you can do to expedite delivery would be appreciated.
4. Under the present schedule, these maps are to be
produced on 27 July and every two weeks thereafter. If area
coverage should fall excessively low at any time between regular
reports, it may also be necessary to produce special coverage
maps so that the Chairman COMOR will be able to advise the
USIB regarding areas in which coverage is inadequate.
