The subject report, attached, by Merton E. Davies, has been passed. to us by AGDA for our comments. We are informed. by Mr. Edward Risley, Bureau of Science and. Technology, ACDA, who is coordinating comments, that it will not be released without specific approval of the Alexis Johnson Committee. A revised. vergion.will be made avail- able for review before the decision to release is made. 2. In the meantime, your general comments, to be incorporated in our reply to ACDA, would seem to be appropriate. We feel that the brief paragraph on the limitations of satellite reconnaissance systems on page 2 of the report should be expanded to emphasize more emphat- ically that satellite recionnaissance is not a substitute for on-site inspection and other techniques in verifying international arms control agreements. Perhaps NPIC could contribute some specifics, based on hard experience. 3.
