SUBJECT : Project RAND Report, Number R-429-PR, Inspection
Satellites
1. The subject report, attached, by Merton E. Davies, has been
passed. to us by AGDA for our comments. We are informed. by Mr. Edward
Risley, Bureau of Science and. Technology, ACDA, who is coordinating
comments, that it will not be released without specific approval of
the Alexis Johnson Committee. A revised. vergion.will be made avail-
able for review before the decision to release is made.
2. In the meantime, your general comments, to be incorporated
in our reply to ACDA, would seem to be appropriate. We feel that the
brief paragraph on the limitations of satellite reconnaissance systems
on page 2 of the report should be expanded to emphasize more emphat-
ically that satellite recionnaissance is not a substitute for on-site
inspection and other techniques in verifying international arms control
agreements. Perhaps NPIC could contribute some specifics, based on
hard experience.
3. Mr. Risley has informally advised us that the section entitled
Readout Satellite Orbits, which begins on page 79, will be radically
revised to de-emphasize the subject of Cuba.

represent true state-of-the-art insofar as resolUtiona, etc.. are con-
cerned.. Rather, it attempts to describe one kind, of satellite recbn-
naissante system which could. be developed. and used. by the international
community on an unclassified. basis.
5. We are committed. to provide our comments by 13 July 1964.
