MONTHLY REPORT FOR JULY 1964
1. The gross June inputs plus the KH-4 "J" Mission in July
resulted in a heavy July workload. There was a 20 per cent increase in
the number of projects received in July over that in June. TID expended
7,378 man-hours (1,153 was overtime) on projects in July, as compared
to 6,620 man-hours (1,387 was overtime) in June. Of the total project
time, 85 per cent was devoted to support of National and 15 per cent to
support of Departmental projects.
2. During July, TID hosted 23 visitors, some of which were here
for several days or made return visits. In addition, TID personnel
attended a number of meetings and briefings.
3. July, as usual, was a month of heavy annual leave and in addi-
tion eight persons spent a total of 500 hours in external training courses.
4. Beginning 1 July, TID is using a revised set of activities and
categories which were realigned to more accurately reflect the needs of
management for work accounting purposes. As part of this realignment,
there are also changes in the assignments of functions or tasks that are
performed under the various projects initiated to handle each input
mission; for example, all evaluation work is now charged exclusively to
one project.

1. For the first time stellar images were reduced to provide
attitude data for a complete mission. On all prior missions S/I mal-
functions or lack of stellar imagery necessitated reliance upon horizon
photography for part or all of the attitude data. Only sustained repeat
performance will prove the reliability of the S/I, which did not occur
on mission 1008.
2. As predicted, the large volume of new inputs has resulted in
a correspondingly heavy volume of measurement requests. Also the use of
.the NRI for OAK support has changed the nature of measurement requests so
that more requests for OAK measurements are made and more detailed
measurements are asked for. All OAK support on 1008-2 incorporated a new
procedure whereby attitude for each frame used is determined and used so
that the OAK measurements are more refined values.

SUBJECT: TID Monthly Report for July 1964
3. A concentrated effort to make the clean room area clean is
showing good progress. A very marked improvement in the cleanliness of
the area has been achieved. Upon delivery of certain equipment and further
implementation of cleaning and operating procedures, the area should
approach the required state of cleanliness.
TSB
1. The branch handled a total of 24 missions, including 12 Golden
Trees, two GRCI three Lazy Daisy, four KH-4, two 1CH-7 and one training
mission. A total of 272 man-hours was spent at Eastman Kodak in the
editing, breakdown and titling of missions.
2. The KH-4 PET studies have gotten underway, and it is quite
apparent that TID will become deeply involved. Already TSB has been
requested to provide numerous microdensitometric readings, search the
photography for evidence of various malfunction signatures, etc.
3. Representatives of TSB participated in a study of the Cuban
coverage reporting techniques for COMOR. This included a review of the
criteria upon which the statistics are based and establishing of a common
understanding of such statistics.
4. A general change is occurring in the direction and emphasis
being taken by the Intelligence Community in regards to pbotographic
collection efforts. Now that most of the areas of interest have been
covered, some many times, attention is being turned to obtaining more
detailed data. Thus, quality is replacing quantity in importance.
Consequently, TSB is becoming more and more involved in supporting various
committees, supplying data, performing evaluations, etc. The variety and
volume of such activities is taxing our manpower capabilities, a problem
that is enhanced by the inability to find sufficient qualified applicants
to fill the authorized TO.
