I. INTERNAL SUPPORT - The Division supported numerous requests throughout the
reporting period and continued to improve the collateral facilities within
the Division. Some of the more important activity is listed below.
2. Division personnel researched and collected illustrative material
which was used to support the course on the Geography of China given at
the Center. Division personnel spent about 95 hours researching photog-
raphy and books on China. From the resulting collection, the instructors
were able to select the best photographs to be made into visual aids for
the course. Some 318 35mm slides were created to support the course.
3. The special search for the Director on the uses of photo recon-
naissance in international crises continued. Historical material on the
uses of photography in the Civil War, World War I, World War II, and the
Korean War, as well as more recent information was located through cata-
logs and indexes at the CIA Library, the Library of Congress, and other
sources.
4. The proposal by the Research Branch for the creation and main-
tenance of a Master Header File was accepted and became effective
23 February. The new header file will be maintained on an up-to-date
basis and will eliminate the need for MCI header proofing by CSD analysts.
The new file will also enable requests for up-to-date header listings to
be processed by IPD without passing the Main Target Brief File, thus
reducing the machine time by some 90%.
5. During the month of February, 159 MILOB pre-releases and 49
finished reports have been researched, commented upon and returned to
PAG; 50 published reports have been received for indexing and Minicard
input. One hundred and seventy two (172) reports and pre-releases were
checked for correct references, involving 46 man hours. To date, 380
MILOB reports and pre-releases have been processed.

6. One thousand, one hundred and sixty-eight (1,168) completed AAA
work sheets were received from PAG ftp) indexing into the statistical format.
To date, a total of 4,268 sicj work sheets have been processed.
7. Sixty-eight (68) PID Informal Memoranda were processed into
Minicard. This continuing project now contains 1,007 items. The Informals
are still being processed on a high priority basis.
8. The Briefing Aids Unit rendered the following support from the
National Substantive Briefing Files for 11 major briefings during the
month of February 1965:

11. An inventory of all PI and related documents was started on
11 February. With all hands from all units participating, it has been
possible to index 762 items thus far. At the same time, this inventory
is generating punched cards for the computer controlled circulation
control system. This system will provide a master card for each title
and a document card for each report. Jacket folders have been ordered
which will permit filing the cards with the document on the shelves and
will also contribute to a more orderly arrangement of the collection.
12. The vertical file (unclassified selected materials on specific
countries) has been expanded and brought up to date. A comparison of the
subjects in the file with a COMOR target listing will be made. The
collection now numbers nearly 500 items. Discussions with interested
parties are being held about the merits of expanding this file to include

clippings and other such materials.. Such a file, if properly selected,
can shorten the search time necessary to answer many requests.
13. Most of the Addressograph equipment that will be used to imple-
ment the automatic circulation control program has been received and
will be put into operation as soon as it is checked out by a company
representative and the proper forms are purchased..
14. After reviewing the present program used for coding the target
briefs, a modification of the input procedures has been proposed to IPD.
Instead of coding all target brief header information, a program can be
written to automatically code this information into the format for retrie-
val using the Minicard codes. To date, the testing and programming to
the "490-Target Brief Select Program" is still in process. The coding
procedures and information to be selected for coding are still being
reviewed.
15. Twenty-five (25) test input sheets have been completed and sub-
mitted to IPD for testing of the Basic Information Reporting Systems
(BIBS). This program is designed to supplant the Order of Battle report-
ing format which is now being used for AAA and other MILBO type reports.
The results of. these tests should be available before the next reporting
period.
16. An extensive effort is being made to insure that all published
PI reports are being received and processed into the NPIC data base. As
part of this effort, CSD personnel searched the CIA Library files and
distribution records to determine if Photo Intelligence Briefs were being
received from USARPAC. Various elements in the Center have been checked,
thus far, with negative results. When it was established that no dis-
tribution was being made to CIA and/or the Center, arrangements were
made with the DIAXX-4 representative to put the Center on distribution
for three copies of all future reports and one complete set of all
reports that have been published in the past.
II. EXTERNAL - Support to external requesters is briefly listed below.
1. Target Brief File - Many copies of the Target Brief File were
transmitted during the past month. Each file consists of 18,092 targets
(total as of 28 February) having a total of 26,156 pages which are bound
into 39 volumes. Copies of the complete file were forwarded during the
reporting period to the following requesters:

3. DIAAP received two copies of the NPIC Target Briefs. on China,
Tibet, and North Korea.
5. was selected as an NPIC representative to
participate in Project Chive. The initial briefing took place on the
11th of February. The following areas were covered:
a. The historical background which explains Project Chive
as a long range information storage and retrieval system
experiment under the joint responsibility of the Office
of Central Reference and the Office of Computer Services.
b. The third and last phase of experiment of this project
is now underway. Assistance from analysts for testing
this All-Source Retrieval System has been asked as the
50XD concluding part of the experiment, was
asked to submit questions on
6. Naval Reconnaissance and Technical Support Center (NRTSC) was
placed on distribution for photomosaics in 16mm reel form. The mosaics
were distributed in control number order along with a machine listing in
WAC order. This eliminates splicing of reels and will make files more
manageable.

50X1 three listings of reports in originator, coordinate, and alphabetic
sequence were forwarded. In the originator listing an indication was

9. ACIC has submitted a request for listings of all sanitized
reports in the file since 1956. The listings were requested to be run
in the following sequences: alphabetic by subject; numeric by sheet
numbers; and by originator, report type and report number. CSD is now
attempting to collect all sanitized reports presently stored in the
section. These reports will be sorted by originator and year and will
be indexed in the appropriate format.
III. BRIEFINGS AND ORIENTATION TOURS - Briefings on CSD duties and responsi-
bilities and orientation tours of the Division were given to several groups
during the reporting period, these are:

IV. MEETINGS ATihNDED
2. attended the debriefing of Ambassador
William Atwood, Ambassador to Kenya, at the State Department.
3. Several members of the Division attended a full briefing and tour
of the Defense Documentation Center.
V. PATTERNS AND PERSPECTIVES
1. Photomosaic Recommendations
The entire output procedure for servicing photomosaics should be
reviewed. Although the savings in time and money to the Photo Inter-
preters is already enormous, we feel the cost can further be reduced.
As noted in the November 1964 Monthly Report, the cost of Minicard repro-
ductions is about 20 cents per page while Minicard film strips cost less
than one cent per chip. This is only the cost of materials and does not
include shipping and handling costs. Also, the security factor involved
in the bulk handling of many prints ShoUld be considered. Presently 70mm
and some 16mm film is sent to requesters in WAC number sequence. Some
requesters have stated that up-dating the files by splicing new missions
is time consuming and cumbersome. We feel that film sent in control
number sequence along with a machine listing in WAC and control number
sequence would eliminate the problem of up-dating. Naval Reconnaissance
and Technical Support Center is the only recipient of film in control
number order. They have expressed satisfaction with this arrangement.
The advantage of this option should be pointed out to the present reci-
pients of reel film and conversion to this type of filing system should
be encouraged.
2. Division Material Handling Changes
In addition to the document inventory, various sections of the
Reference Branch are attempting to consolidate and improve, their hold-
ings in anticipation of heavier film inputs during the months ahead.
In the Map Section, main efforts were applied to map files main-
tenance and *arrangement. The city plan files are being rearranged to

improve on the present retrieval system and the tactical targets file
is being purged and evaluated, particularly against the Airplane and
Seaplane Stations of the World. It has been noted that in some cases
the tactical target sheets contain more significant textual data con-
cerning information on installations surrounding the airfield than does
the ASSOTW. For example, in S.E. Asia,.barracks area, AAA installations,
etc., on these airfields are clearly delineated and the date of informa-
tion in many cases is much later than that found in the ASSOTW. Where
sketches appear in the ASSOTW, photo pictures appear on the tactical
target sheet. In view of the increased over-flight activity in this
area this file is rapidly expanding and very valuable information on
installations other than airfields is now on hand. In order to ensure
the awareness and usage of this material, the Reference Unit is pre-
paring an accessions list notifying map users of new materials received
during the month. This list will contain such information as new town
plans, new DESPA sheets, tactical targets materials, TACCTAS, and any
other such materials bearing on the currency of NPIC operations.
3. Need for Re-establishment of Internal Communications
We feel that there is a significant trend towards a breakdown
in communications among personnel of the various Divisions and Staffs
within NPIC. This is especially true of new personnel who have come to
the Center within the past year. Although various tours and "County
Fairs" have been sponsored it is becoming increasingly apparent that
many new analysts are not aware of many of the significant intelligence
items which are held in CSD repositories. Many PI's are simply not
aware that the CSD files are available for their use and there is some-
times misunderstanding as to its purpose. Many examples could be cited.
To counter this trend, hand-out material covering the Division and its
facilities in general is in the making and will be distributed throughout
the building and placed on bulletin boards in the near future. It is
hoped that this program will offer at least a partial solution to the
problem.
4. Use of Recorders on MCI Teams
Prior to the start of the KH Mission 1016 MCI, discussions were
held with the Chief, European Branch, GMB/PAG, and the mission coordi-
nator on the most efficient utilization of CSD support personnel. It
was agreed that support in the form of providing current intelligence
in the geographical area covered by the mission was of paramount impor-
tance. The coordinator should be informed of cables which indicate new
installations or changes to existing MCI targets, current intelligence
from the panel, COMINT, or other sources which might affect the MCI.
In addition, and not least, CSD personnel would be freed from recording
duties to create, revise and update target briefs in their area of
responsibility.

It was decided that during MCIs of 1016 and 4015 to provide one
CSD Recorder for two PI teams. The recorder would supply plots and
target briefs for each,team and any additional reference material they
might require. In addition the CSD Recorder would shift back and forth
between teams as necessary. If both teams were in congettedt_ target
areas, the recorder would work with one team and the other team would
do their own recording. Due to the placing of PI teams in various
spaces in the GMD/PAG Area it was impossible in many instances for a
CSD Recorder to service more than one team. At one time as many as
six recorders were required to serve nine teams. When an odd number
of teams were working CSD furnished an additional recorder.
Since the MCIs of 1016 and 4015 were still in progress at the end
of the reporting period no definitive critique has been made. The
experiment is being closely observed by both CSD and PAG supervisory
personnel.
5. MCI Targets Readout by OAK Teams
CSD was requested to compile listings of target briefs which
could be profitably readout by OAK teams and turned over to the MCI
coordinator for inclusion in the 1016 MCI.
After consultation with the Chief, S&T, PAG, it was decided that
CSD/RB would provide briefs in the following categories: the entire
KH-4 run of target briefs except for ICBM complexes and search targets;
components of ICBM com-plexes and test ranges. all IRBM, MRBM, and fixed
field sites These listings were
compiled over the week-end by CSD analysts. The listings were checked
and submitted to IPD and both listings and briefs were provided in time
for the OAK. This program was instituted in the belief that category
specialists in possession of the film and film data andwith the experi-
ence of the current mission could most expeditiously write photo inter-
pretations of the selected targets, thus cutting time of the MCI while
providing categorical expertise. Target briefs and header listings were
also provided for mission 4015 for OAK teams to interpret for the MCI.
This system was instituted immediately prior to 1016-1, which
was followed immediately by 1016-2. Mission 4015 arrived in the build-
ing and the readout commenced prior to completion of 1016-2 OAK. Due
to the press of immediate readouts and the unfamiliarity of certain
S&TD PIs with MCI criteria, certain inadequacies resulted.
In order to compile an adequate basic OAK/MCI listing on a
timely basis and to familiarize S&TD personnel with the project, a
meeting was convened by the IPO and attended by representatives of CSD,
PAG/GMD and S&TD, including all OAK team chiefs. Criteria for target

briefs to be read out by OAK teams were established. Subsequent to the
meeting CSD OAK team support specialists contacted the OAK team captains
and working with them, promulgated target lists which were consolidated .
and turned into IPD. IPD will maintain a separate target deck of these
cards which should serve as a data base and facilitate corrections and
changes to future machine runs. An additional target deck should be set
up in the near future for KH-7 OAK/MCI target briefs. A total of 1,434
target briefs were selected compared with 737 for 1016.
