ABSTRACT
1. (TSR) This report discusses activity at the Ha-erh-pin Aircraft Engine Plant Ping-fang
120 in the People's Re ubli of China (PRC) observed from June 1974 to it
updates NPIC report which substantially satisfies the basic reporting requirement
for this target.
2. (TSR) The most significant development during the reporting period was the conversion
of the heating plant from the use of coal to oil. New construction activity at the engine plant
increased the total floorspace by 4 percent-from 175,724 square meters to 182,489 square me-
ters.
3. (U) This report includes a location map, an annotated photograph, and a table of
mensural data.
4. (TSR) The Ha-erh-pin Aircraft Engine Plant Ping-fang 120 is in Heilungkiang Province
in the Shenyang Military Region. The plant is adjacent to both Ha-erh-pin Airframe Plant Ping-
fang 122 and Ha-erh-pin/Ping-fang-tien Airfield The ASH-82
engine for the HOUND helicopter and probably the UK-1 turbojet engine for BEAGLE aircraft
are produced at Plant 120.' Both of these aircraft are produced at the adjacent airframe plant.
The ASH-82 is the replacement engine for the CRATE aircraft. There is no evidence that Plant
120 is involved in the production of engines for the HARB-A antisubmarine warfare aircraft
which was observed at the adjacent airfield during the first half of 1974.
Construction Activity
5. (TSR) Construction activity at Plant 120 between June 1974 and increased
the amount of floorspace by 6,765 square meters (Figure 1 and Table 1). This is an increase of 4
percent from the total floorspace of 175,724 square meters observed in June 1974.' Plant 120 now
has a. total floorspace of 182,489 square meters. A large multistory engineering building (item
17), a warehouse (item 10), and a transshipment building (item 11) were the most significant
buildings constructed since June 1974.
6. (TSR) The conversion of the heating plant from the use of coal to oil was the major
change at Plant 120 since June 1974. This conversion was initially begun in January 1973.
Construction on two of the three large vertical fuel tanks had begun by November 1974 and
construction on the third was underway on All three vertical fuel tanks (items 1, 2,
and 4) were externally complete on An underground pipeline connects all
three fuel tanks to a control building/pumphouse which has a pipeline extending from it to the
heating plant. An addition to the heating plant (item 5) was under construction on

8. (TSR) The number of engine shipping containers observed at Plant 120 is below the
level usually seen at other major aircraft engine plants in the PRC. This is probably due to the
fact that the adjacent Ha-erh-pin Airframe Plant 122 is the prime consumer of products from
Plant 120. However, an average of 50 to 60 engine shipping containers are generally seen at the
rail transshipment dock of Plant 120.
