called. I told him that I had spoken with the Director about being
interviewed by a French National Television service representative. He
said he had been approached directly and had declined. He feels that once
he opens the door for one foreign news interview, he would be over a.
barrel for others. I said that we discussed Mr. Colby as a. candidate,.. Perle
said the television representative had already contacted Mr,. Colby and he hAd
agreed but it seems now that he is having second thoughts., I said that: I
would try to get in touch with Mr. Colby and talk to him about it.

delaying sending of the letter from the Agency responding to the Senator's

Committee staff, called and requested irif ormation as to what the Seale
Armed Services and Appropriations Committees required during the
year in the way of information provided during briefings. I explained to
her the charters of the various committees which state their sphere of
interest. We also provide them briefings of our activities because one
of their functions is the oversight of the Agency. We discussed at some
length the ability of the members of the various committees to ask questions
which would give them greater insight into our activities.

Select Committee on Missing Persons in Southeast Asia, a copy of a
transcript of General Vernon Walters', DDCI, testimony. We are required
to review the transcript and return it to the Committee within five days. .

discussed the Burton amendment to H. R. 12203 on assassinations and political
activity with Peter Lakeland, Senator Jacob Javits' (R,. , N. Y.) staff. We
explained the Agency's position per the memorandum dated 19 March 1976
concerning H. R. 12203. He thought Senator Javits would vote against the
aznendnzenl but would not want to be out in front. Lakeland thought the best
approach would be to go through another Senator, for example, Senator John
Tower (R. , Texas), to strike the amendment from. the Poor.. Also spoke to
Dick Moose, Senator Hubert Huinphrey's (D. , Minn. ) staff, on the same subject.
He suggested that we find a middle -of-the -road Senator to attempt to strike

White House yesterday, and inquired as to the status of their
review' of the Agency's proposed comments to Chairman James Eastland
(D. , Miss.), Senate Judiciary Committee, commenting on S. 3035,. a
private bill for relief of the Olson family. (See Memo for the Record).

Rossiter, on the staff of the Senateprnnr at,.,r Co~xarnittQe _
regarding the Burton amendment. He said that the Administration
position had been raised at the Committee hearing and that Senator
Daniel K. Inouye (D., Hawaii) had taken the position that the
amendment was a good amendment. Nobody opposed him and the
bill submitted to the full Senate will contain the amendment forwarded
from the House.
