MEMORANDUM FOR THE RECORD
SUBJECT: Meeting with Guy McConnell on CIA Budget Hearing
1. On 5 March 1976, Ms. Helene Boatner, Chief, Analysts Group, Office
of Comptroller and myself met with Mr. Guy McConnell of the Senate Appropria-
tions Committee to discuss the Agency's budget presentation scheduled for
10 March. The following were the main points of the discussion:
A. If the Director does not discuss the new E .O . and its
implication for the intelligence communiy on 9 March, he should
be prepared to do so on 10 March.
B. McConnell felt the hearing will not exceed 90 minutes and
thought the DCI should not read the statement but rather talk from
briefing boards.
C C. It is likely only Senators John L. McClellan (D., Ark.), and
Milton R. Young (R., N. Dak.) , would be present. Senator Roman L.
Hruska (R. , Nebr.), might also participate.

G. Ms. Helene Boatner noted personnel reductions, restoration
of SAFE and that certain types of technical devices will be shown
at the hearing.
F. Hearing will be held in Room S-126 of the Capitol.
