I told him that the Director planned to see Senator Milton Young (R. , N. Dak.. on this subject tomorrow. I also discussed with McConnell our concerns with certain of the provisions of S. Res. 400. 22. LIAISON Called Frank Slatinshek, Chief Counsel, House Armed Services Committee, and told him that Mr. Bush has decided that he would not attend the informal session this afternoon with Mr. Robert Ellsworth, DOD, on the budget.. Mr. Jack Iams, Comptroller, would accompany Mr. Ellsworth and speak to the Agency budget. 23. LIAISON Called Bill Cochran, Chief Staff Director, Senate Rules and Administration Committee, and discussed with him our concern over the Senate Government Operations bill (S. Res. 400) which is now pending in the Rules Committee. I explained to him the two areas of our concern. - being the authorization. provision and provisions permitting disclosure and release of sensitive information. He said he plans to speak to Chairman Howard Cannon (D., Nev.) today and recommend that the Committee request an extension of the 20 March reporting date so that they can hold hearings on the proposal. He said that in any event the Director would. be given an opportunity to be heard, either by testimony or by letter. 24. LIAISON I called Larry Smith, in the office of Senator Mark Hatfield (R., Oreg. ), and discussed with him in detail our concern over S. Res. 400, which is now pending in the Senate Rules Committee,. He expressed. his concern also and agreed to speak to the Senator and get his views on this legislation. Z925, a bill providing for zero-based budget review every four years. The Committee is not planning any action on this bill in the foreseeable future. I then called the House Rules Committee concerning a similar bill., Ii.R. 11734. That STAT 14.1 I LIAISON Spoke with Jan Lipkin, on the staff of Representative Donald Riegle (D. , Mich. ), concerning her request for any information we might be able to provide on a Frank Gould, who disappeared in the Philippines sometime during September 1974. I had explained to her that we would be happy to provide anything that we might be able to turn up, but that the State Department was the proper action office. Ms. Lipkin said the family had already had lengthy contacts with State. Having checked with DDO and Office of Personnel, I advised her we had no information to offer on Mr. Gould. STAT 15. LIAISON During the day copies of the Agency publication entitled, "A Dollar Comparison. of Soviet and U. S. Defense Activities, 1965-1975, " were sent to Alan Rombe- r;, on the staff of Representative David Obey (D., Wis.), and to Pam Vorder Bruegge, Congressional Budget Office staff. STAT STAT STAT 17. Higgs, on the STAT staff of Representative Augustus Hawkins (D. , Calif. ), Chairman of the Subcommittee on Equal Opportunities, House Committee on Education and Labor, to tell him that the Agency's "Affirmative Action Plan, " which he had requested, was now off the press and would be sent to him first thing Monday morning. LIAISON Bob Schiclk, of Senator Hugh Scott's (R. , Pa. ). office, ca ec regarding mail from Vietnam and Communist repression. After talking they said. inai.l was coming to the U. S. via Paris. The internal mail system in Vietnam was not good and the Communists were having problems with the Catholics and the I-Ioa I-tao. STAT 4. Guy did not have much to offer. He did suggest that questions would come up one day or the other on I He suggested that the DCI remind them at the outset of the Agency hearing that he was now wearing his Agency hat and that he stress our past personnel. .reductions. He commented that Colby had said last year that we'd gone about as far as we could go -- this can be used to strengthen our case for remaining stable in positions this year. Procedure: Guy suggests a talk from briefing boards, rather than from the full text. He does want a copy of text and all briefing boards for each member. He does not need copies of anything in advance of the hearing itself on the afternoon of the 10th. (We did deliver his copy of the statement, which he kept, promising to go over it in detail and let us know if he had any further ideas. ) Bob himself suggested that we have a map showing location of all domestic offices and installations and that the DCI be given enough background to permit him to comment on the CIARDS legislation and on our practices on conforming to last year's executive order on reporting new systems acquisitions to Congress. Car.) has decided that no staff of any kind will be permitted in the Senate Budget Committee hearing this afternoon. He requested that we provide him with - a copy of our printed statement. 12.1 1 LIAISON I called Charles Snodgrass, staff of the House Appropriations Committee, and brought him'up to date o? the Senate Budget Committee situation. I told him that Mr. Bush had met with Senators Alan Cranston (D., Calif.) and Pete Domenici (R., N.Mex.) yesterday concerning budget matters. I also asked him whether he thought Representative Robert Giaimo (D., Conn.) might like to have a copy of the "Dollar Comparison of Soviet and U.S. Defense Activities, 1965-75," and he thought he would. Snodgrass then said that Representative John McFall (D., Calif. ) is spending a lot of time on the House Select Committee Report and would like two things. One is a copy of all the Seymour Hersh articles written in the last few years concerning allegations against the Agency. The other is an estimate of the intelligence community as to what the Russians know about U. S. SIGINT operations.. I told him that it might take some time to get the answers to both these questions, but that I would be back in touch. He also asked about the status of his FOI request of a couple weeks ago. I told him that I had discussed it with the Director and we had problems with it. 13. BRIEFING Doug Bennett, Staff Director, Senate Budget Committee, called to alert me that Senator Alan Cranston's (D., Calif.) staff is planning to protest their exclusion from the Budget Committee hearing this afternoon. I told hit:- that this was a decision made by Senator Ernest Hollings (D., S. Car.., and not the Agency. I also told him that the Director had talked with the Senator last night and at that time the Senator had not decided to exclude the staff members. I thanked him for alerting us and told him that we would stay out of any controversy that developed. (The Director was notified. ) 14. Relations Committee staff, off the floor during consideration of the foreign military assistance-bill, H. R. 11963, and discussed the Burton/Harrington amendment on covert: action and assassinations, providing them with back-up material.. 9. LEGISLATION Sat in. on the floor debate of the foreign military assistance bill, H. R. 11963. There were 13 amendments considered in the course of the evening, but I had to leave before the Burton/Harrington amendment on covert action and assassinations. came rip. 10. HEARINGS I talked with Guy McConnell, of the SenateA p 'opriations Committee staff, to advise him. that I had the ;budget ?.ccount in OLC and asked if he thought there were any problems and issues which need looking into before our appearance on the 10th. I said I would like to come down to chat with him, but he said be didn't foresee any problems with the budget.
