15. I LIAISON I called Jack Ticer,
Senate Armed Services Committee staff, and in his absence left a
.message indicating that the transcript for the Committee briefing
held on 28 January was completed and available to the Committee.
STAT 16. LIAISON Spoke with Jan Eakins,
Senate Budge Committee staff, in connection with her earlier inquiry
concerning procedures for obtaining clearances for two staffers to
review the intelligence budget. I told Ms. Eakins that.policy decisions
had not yet been made concerning the procedures to be followed with
respect to the relationship between the Senate A.ppro riations Committee,
the Senate Budget Committee, and this ency. She said. she an xer
superior, Tom Dine, were fully aware of this. She was interested in
knowing whether a Top Secret clearance would suffice for review of
the Agency budget. I said that if and when a decision were made
concerning this matter additional clearances beyond. Top Secret would
be required.. We agreed that no further action would be appropriate
until the appropriate policy decisions are made.
STAT 17. CONSTITUENT . I spoke with
Dick White, Administrative Assistant to Representative Dale Milford
(D. , Texas), regarding a constituent inquiry as to a publication
entitled Broadcasting Stations of the World. A constituent had asked
if the September 1, 1969 issue had been updated and if so was it
available for purchase. After checking withi OCI,
I told Mr. White that the publication was an annual one and that the
constituent, if he was lucky, could get a copy from. the GPO for $7.

18. LIAISON I took A call from
Rick Gilmore, on the staff of the Subcommittee on Multinational
Corporations, Senate Foreign Relations Committee, who said that
he had read a news article regarding a recent publication. by the
Soviet Union with respect to grain production. He wanted to know
if we had any further information on the matter and specifically
whether we had the original Soviet press release. He was basically
interested in grain storage and import and export plans.. After checking
with OC1, I told Gilmore that the only thing we had was
what he had and if we developed further informatiorewe would let him
know.
