11. LIAISON Paul Fridenberg, a
professor at Tulane University serving a six month stint in the office
of Senator Bennett Johnston (D., La.), called for unclassified information
on Israeli defense and economic needs and I provided him the names of
several publications which would be available from the Library of
Congress and he was most appreciative.
I2. I LIAISON Called Allison Brenner,
Subcommittee on Investigations, House International Relations Committee
staff, concerning interest in a staff interview of Mr. Thomas Polgar
in connection with the Subcommittee's investigation into the final days
of Vietnam. I told her that Mr. Polgar was out of the country but if
she could more specifically identify their interest we would. be able to
provide a substitute. The Subcommittee is planning a hearing on
26 January with Ambassador Graham Martin involving the plans for
evacuation, the United States' role and that of the various :federal agencies
in the closing days,. the planning for the evacuation of American and
Vietnamese citizens, inter-Governmental decision making, early evacuation.
by certain Federal agencies, the general. assessment of the last days,
and the reasons for holding the Americans there until the end. I told
Brenner that I would do what we could and be back in touch.
BRIEFING Called. Kempton Jenkins,
Congressional Relations, State Department, to determine if Secretary
Kissinger had agreed to appear before the Subcommittee on African
Affairs, Senate Foreign Relations Committee, and was informed that
in a conversation between Secretary Kissinger, Senator Dick Clark
(D., Iowa) and Assistant Secretary for African Affairs, William E.
Schaufele, Jr., postponement of the hearing was discussed so that
the Secretary could participate.
14. LEGISLATION David Allen,
Legislative Assistant to Senator Lloyd Bentsen (D., Texas), called and we
discussed at some length the absence of laws detering the publication of
names of CIA employees and the legal requirements for such a law.
Senator Bentsen is considering introducing such legislation.

Representative Keith G. Sebelius (R. , Kansas) and met with. Mel
Thompson, the Congressman's Administrative Assistant, to discuss
details about a visit by students of Sterling College, Sterling, Kansas,
to Headquarters on 22 January at 10:00 a. m. I also provided hint with
a map showing directions to the Headquarters building. Thompson
said the group was most appreciative of the Agency raking a speaker
available. Coordinator of Academic Affairs, has been
advised.
3. (Unclassified - RJK) LIAISON Met with Joyce Sarns, on
the staff of Representative Delbert L. Latta (R., Oh.i.o), to discuss
details about a group of students from Defiance College, Defiance,
Ohio, who will visit the Agency at 10:00 a. m. on 22 January. I provided
her with a map showing directions to the Headquarters building.

Per arrangements made by delivered a package of transcripts
of Agency briefings to Jack Brady, on the staff of the House International
Relations Committee.. Representative Leo J. Ryan (D. , Calif.) requested
an opportunity to review them. Later, when he had completed his review,
I picked up the package and returned i: to Headquarters. Marian Czarnecki,
Chief of Staff of the Committee, was advised and approved of this procedure.

10. LIAISON Jack Brady, House
International Relations Committee staff, called to ask for the return
of all transcripts of Section 662 briefings for Representative Leo Ryan
(D., Calif.) to review at 2:00 p.m. today. I told Brady we would get the
transcripts up to him.
11. LIAISON Called Jim Oliver, OMB,
to alert him that the Director was going to call James Lynn, Director,
OMB, on the release of our intelligence sources and methods package.
12. I I LIAISON Frank Sullivan, Senate Armed
Services Committee staff, called requesting an update on Soviet spending
and manpower and I explained that we were pulling together a comprehensive
paper on dollar/ruble comparisons, that manpower would be a part of it,
but it will not be finished until March. I said we recognized that this
may not be timely for Committee purposes and we were seeing what we
can do to speed it up without sacrificing quality.
13. LIAISON David Allen, Legislative
Assistant to Senator Lloyd Bentsen (D., Texas), called and we further
discussed legislation on the publication of the identity of CIA employees.
14.1 LIAISON Called Jack Ticer, Senate
Armed Services Committee staff, on the timing of Ambassador Bush's
confirmation. Ticer said because of the press of other business it
looks as though the Senate vote most likely will not occur before the
week of 2 February, but they are hopeful it will occur before Congress
recesses on 6 February.
15. LEGISLATION Called Jim Oliver, OMB,
and further discussed the points he had raised on the intelligence sources
and methods proposal.
16. HEARING Bruce Van Voorst, on the
staff of Senator Dick Clark (D., Iowa), called saying they believe
Secretary Kissinger will appear before the Subcommittee on African
Affairs, 3enate Foreign Relations Comrnittee,around the 26th of January,
but Van y oorst will let us know definitely.

Relations committee s to ,called to see if we could update him on
the situation in Angola so he could brief Senator Hubert Humphrey
(D., Minn.). I told him I was sure we could arrange this and could
also arrange a briefing for Senator Humphrey as well if this is
desired.
8. BRIEFING Briefed Dick Moose,
Senate Foreign Relations Committee staff, on the current situation in
Angola.

and I met with Bill Keis, of Representative Robert Michel's (R. , Ill. ) office, to
explain the language of a bill protecting intelligence personnel from identific

Vince Morelli, in the office of Representative Jack Kemp (R. , N. Y. ), to
discuss the question of congressional oversight. Representative Kemp originall,
planned to introduce an oversight bill of his own. at the beginning of the Second
Session, but apparently now is waiting to see the outcome of the Administration/
Senate Select Committee negotiations regarding oversight. We relayed our
chief concerns regarding oversight, and Morelli, although understanding,
responded with some traditional congressional viewpoints.

Friday - 16 January 1976
AGENCY VISIT Spoke with Ms? Manaro,
appointment secretary to Representative Robert Giaimo (D., Conn.), to determine the Congressman's interest in visiting the Agency for a
breakfast/briefing. I mentioned this was an outgrowth of a conversation
that the Congressman had with f the Agency. She is
checking against the date of 21 January.
2. I LIAISON Called Don Henderson,
Senate Foreign Relations Committee staff, and informed him that
we had located a copy of former Chairman J. W. Fulbright' s (D., Ark.)
20 February 1967 letter to the Director on association with educational
institutions and I was sending him a copy of that letter and a blind
memorandum which was used by our people in a meeting with Chairman
Fulbright on 8 March 1967 to close the matter out. Henderson will give
me a call if there are any further questions on this which was pulled
together at his request for use by Bill Bader, Senate Select Committee
staff.
3. RIEFING Called Allison Brenner,
Subcommittee on Investigations, Mouse International Relations Committee
staff, and told her that IO/SEA, would be available
to brief her and Mike Van Dusen, also of the Subcommittee staff, at
9:00 a. m. on Tuesday, 20 January on the final days of Vietnam. Mr.

on Investigations, House International Relations Committee -staff, advised
that he understood that a new study had been prepared by the Agency on
Israeli defense and economic needs and asked if it would be possible to
either review it or be briefed on it when they find time. I said I am. sure

Carmin, on the staff of the House International Relations Committee,
who said that she would likeCthree copies of the open portion of the
9 December 1975 briefing of the Oversight Committee, which I
delivered to her later in the morning.
7. (Unclassified - RJK) LIAISON Received a call from
Joyce Sams, on the staff of Representative Delbert L. Latta (R. , Ohio),
who said that unfortunately the group from Defiance College would be
returning to Ohio earlier than expected and would not be able to visit
the Agency on 22 January for a briefing as planned. She expressed
appreciation for our assistance and I said that should. the group still
he present on the 22nd for some, reason the invitation was still open.
8. (Unclassified - RJK) LIAISON Received a call from
M. Liebes, on the staff of Representative John Burton (D. , Calif. ),
who requested that the Congressman be placed on the subscription
list for the FBIS Daily Report for the People's Republic of China.
I called FBIS Liaison and made the necessary arrangements.
9. (Unclassified - WPB) LIAISON Gary Russell, of Senator
Robert Griffin's (R. , Mich.) staff, called asking for the Director's public
statement on allegations that the KGB had infiltrated Capitol Hill offices.
I told him that the Agency's position is that the matter is one for the FBI.
I said that I did not know of any public statement the Director made on this
subject, but that if he did make a statement, it was along these lines. This
seemed to satisfy him.
10. (Unclassified - WPB) CONSTITUENT Dana Ellingen, Library of
Congress, called in connection with a constituent's request to a Congressman's
office. The constituent was interested in obtaining a copy of a "Study of
Climatological Research, " which is mentioned in the unclassified publication,
"Potential Implications of Trends in World Population... " After checking with
ORD, I told Ellingen that it was a classified publication, and he said he would
let the Congressman know.
11. (Unclassified - WPB) LEGISLATION Called John Childers, Senate
Government Operations Committee staff, to discuss S. 2170, the Congressional
Right to Information Act. He had written to Mr. Cary asking for our views on
this bill. I outlined our x roblems with the bill for him and offered to send him
a copy of our report on. the bill, which he had not seen. He said he would
appreciate that.

1. LIAISON I met with Representative
Dale Milford (D. , Texas) to discuss his recent trip to the Far. East
and the Administration proposals for the protection of classified
information. (See Memorandum for the Record. )
2. BRIEFING I accompanied
to a meeting with Mike Van Dusen, on the staff
of the Special Subcommittee on Investigations, House International
Relations Committee=, and Allison Brenner, also on the staff of the
Subcommittee. The purpose of the meeting was to go over the chain
of events in the last days of the war in Vietnam. Van Dusen said that
Ambassador Graham Martin was to appear before the Subcommittee
on 27 January and that he wanted to make sure that the areas the
Subcommittee would touch on would not create any additional problems
for the Agency regarding information which had not been placed
officially in the public domain. There were some follow-up questions
which will prepare answers to.

3, I I HEARINGS Called Captain John Matheny,
on the NSC staff, at the reques of Walt Elder, of the Review Staff. Matheny
asked about the upcoming Senate Government Operations Committee hearings
on congressional oversight, and I supplied him the information he needed..
4.1 HEARINGS Called Paul Hoff, Senate
Government Operations Committee staff, regarding final arrangements for
the Director's statement this Friday on congressional oversight.
5. HEARINGS Called Chuck Meissner, on
the Senate Foreign Relations Committee staff, regarding the upcoming hearings
on congressional oversight. Meissner has been assisting John Childers,
Minority Counsel to the Senate Government Operations Committee, on this
matter, and he referred me to Childers.

Assistant to Senator Dewey Bartlett (R., Okla.), called and we
discussed a number of items related to Senator Bartlett's proposed
statements on Angola, and our efforts in support of freedom and d-emocracy
to offset Soviet efforts. Senator Bartlett is also thinking of traveling to
Angola and a briefing in this connection has been arranged for him
tomorrow at 4:00 p.m. OCI, has been advised.
3. I LEGISLATION Charles Mitchell,
Executive Secretary to Senator James Allen (D., Ala.), called for
further discussions concerning oversight legislation hearings before
the Senate Government Operations Committee.
4. Charles Snodgrass, Defense
Subcommittee, House Appropriations Committee staff, called for a
listing, by title, of the distribution of the National Intelligence Daily..
He said he needed this this afternoon since he intends to raise a question
with the Director on why the relatively small distribution in the Congress
raises a security problem in light of the much wider distribution in
the Executive Branch.
5. Jack Tams, Comptroller, called
to advise that Charles Snodgrass, Defense Subcommittee, House
Appropriations Committee staff, had alerted him to the Committee's

18. LIAISON I called Mike Van Dusen,
on the staff of the Special Subcommittee on Investigations, House
International Relations Committee, with follow-up answers to questions
posed at the briefing session on 20 January 1976-on the subject of the
last days of the Vietnam War.
20. Guy McConnell., Senate
Appropriations Defense Subcommittee staff, called. and said Chairman
John McClellan (D., Ark.) wants to have the budget hearings the week
of 8 March 1976. McConnell said the dates 9, 10, and 11 March are open.
They want the Director to start the hearings with the intelligence community
budget on the morning of the first day, followed that afternoon by Mr.
Ellsworth (DOD). The following morning will be Mr. Plummer (DOD),
followed in the afternoon by the Director with the Agency budget. McConnell
asked that we decide which two consecutive da s we want and let him know
so they can firm up the schedule. s checking Ambassador'
Bush's calendar and will let us know.
21. LIAISON Called Ralph Preston, House
Appropriations Committee, and told himi of our office, was
talking with the Defense Subcommittee's associate members and signing
them up for the clearances they will need, to attend tomorrow's briefing
by the Director. Preston said that Angola will be discussed in the
afternoon and he hopes the Director will use his best arguments since
the issue will come up on the House floor on Tuesday.
