12. LIAISON Spoke with Thomas (b) (7) (d)
Mooney, on the staff of the Subcommittee on Courts, Civil Liberties,
and the Administration of Justice, House Judiciary Committee,
regarding the status of H. R. 127 50, t'Tie Foreign_Intelligence
Surveillance Act of 1976. Mr. Mooney said one or two more days
of hearings were contemplated but had not yet been scheduled.
Regarding H. R. 214, the Right to Privacy Act of 1976, Mr. Mooney
said the Committee might consider the bill as early as 18 May.

13. 1 CONSTITUENT Received a call
from a member of epresen a ive M. Gene Synder's (R., Ky.) staff
who wanted to know if we could provide for them, in response to a
constituent request, an Agency report referred to recently in a
Louisville paper having to do with famine in India and China. I
referred the staff member to the Library of Congress to request a
copy of the OPR study on "Potential Implications of Trends in World
Population, Food Production, and Climate.
14. I I LIAISON Robert Caristrom, from) (d)
the Office of Management and Budget, called and wanted to know if
it would be possible for us tpy of the views letter on S. 796,
which had been prepared by to a Mr. Richard Berg of the
Administrative Conference of the S. I told him I would check on
this and would get back to him, although I said it was my impression
we were not in the business of providing views letters on legislation
to private organizations.

15. LIAISON The following offices
requested copies of the climatology report: Office of Technology
Assessment, U. S. Library of Congress; Congressional Research
Service, Library of Congress; Office of Energy Resources, Department
of Commerce; Representative Timothy E. Wirth (D., Colo.); and
Representative Philip R. Sharp (D., Ind. ). We told the requesters
we would mail them copies when they became available.
