5. I I BRIEFING I received a call from Marian
Czarnecki, on the staff of the House International Relations Committee,
who requested that we go ahead with plans to brief the full Committee
on the status of forces on the Korean peninsula and implications of U. S.
security needs. We tentatively set 12 May, 9:00 a. m. , for the date and
time for the briefing. It will take place in the Committee hearing room.
LIAISON I introduced D/ORD, and OE R, to Glenn Van Braemer, on the staff of Representative
Fre eric Richmond (D., N. Y.). They were present as observers along
with two State Department officers at a working luncheon convened by the
Congressman. Dr. Reid Bryson, a noted climatologist from the University
of Wisconsin, presented his theory on future weather conditions and possible
results therefrom. There was no formal question and answer period but
our two representatives chatted briefly with a New York Times reporter for
a few minutes prior to the luncheon. Van Braemer gave me a letter expressing
his personal apologies in connection with this incident.

7. I LIAISON Spoke with Leonard Shambon,
on the staff of t -Juu Qa,a.ry.Comn ittQao who is interested in getting
a Top Secret clearance so that he may review material prepared by our,
Agency and others on the national oil situation. I suggested that he check
with his Committee staff director for the procedure it follows in obtaining
clearances for its members. When this has been done, he should call. the
Agency to state his needs and we will then see if we can be helpful.
8. LEGISLATION Attended a mark-u session
by the House Post Office and Civil Service Committee on
Office of Personnel, accompanied me. None of the
business taken up at the session was relevant to our concerns regarding
the bill. The session was not inconclusive and the Committee agreed to
meet again May 11 for additional hearings and on May 13 for final Committee
action on the bill.
Before the Committee session got underway, I spoke briefly with
Mr. Reginald Jones, from the Civil Service Commission, regarding the
prospects for the bill.
9. I I LIAISON Took a call from Betty Alonso, on
the staff of Representative Gilbert Gude (R., Md.), who wanted to know if
we could provide her a copy of the Agency publication entitled "Handbook of
Economic Statistics 1975" for one of their constituents. I told her that the
constituent could request a copy of the publication from the Library of Congress
