LEGISLATION Bob Carlstrom. O _ called and dictated several changes to our views letter on S. 495, the Watergate Reorganization and Reform Act of 1975, and cleared our report as revised. STAT 9. LEGISLATION Called Ann.. Stone~, OMB, who I learned was handling the two deputies legislation, and told herer that we were interested in expediting its coordination within the Executive branch. so it can be submitted to the Congress as soon as possible. She said that she would find out more about what OMB intended to do with it in the Executive branch and get back to me tomorrow. Ile told me that it was possible the Committee would not have time to consider it before its 11 June deadline, and urged me to provide him with Agency conli.nents informally, because whatever consideration the Committee might give the bill would be at very short notice. Su.-ibsequently, I sent up informal comments and a proposed amendment to Rosenberger, J. C. Argetsinger, and Torn Hart, on the staff of the Committee. LEGISLATION Talked to George Gilbert, OM about the Administration's position on S. 1439, the Export Reorganization Act.. I raised the Agency's concern over the protection of intelligence sources and methods in the various reports required under the proposed legislation. I also discussed this matter with George Murphy, Executive Director, Joint Atomic Energy Committee, and Bill Ashworth, on the staff STAT of the Senate Foreign Relations Committee. (Internal Use Only - PLC) LEGISLATION Received a call from Jim Oliver, OMB inquiring as to the status of H. R. 13615, amending the CIA Retirement Act. Jim Fellenbaum, staff of the Senate Appropriations Committee, had called him advising that the Committee will include the Imillion figure for fiscal year 197 Fellenbaum requested that Oliver prepare the statutory language for the appropriation for inclusion I nd a short explanation of the bill for inclusion in the Committee report. Oliver told Fellenbaum that he would refer the request to, me and that I would be contacting Fellenbaum. Oliver also asked if Treasury had approved the million figure and. asked for the projected figures to 1981. I told him I would check and call him back. 2. (Internal Use Only - PLC) LIAISON Called Joe Durant, Chief, Programs, Planning and Management, Bureau of Personnel Investigations, Civil Service, and discussed the Agency's need for a clear exemption from the proposed revision of Executive Order 10450, being prepared by Defense for the White House Commission on Privacy. Durant explained that the Defense people have pretty much gone their own way in this effort and have personally excluded CIA and other affected agencies from their deliberations. The CSC has problems with the revision and recognizes that the Agency requires a clear exemption from any outside authority over its personnel program. Durant suggested that an Agency letter be sent to Deputy Assistant Secretary of Defense D. O. Cooke, setting forth the Agency's position and the need for a clear (exemption. OGC was advised.
