We have begun to schedule meetings with agency representatives to discuss implementation plans. We are looking forward to working closely with your representatives during the next six months as your action plan for implementation is developed. With respect to congressional response to the Circular, Congressman Jack Brooks, Chairman of the House Committee on Government Operations, stated: "The thrust of the Circular is very constructive and appears to cover the major aspects of the issue." A copy of a letter from Senator Lawton Chiles, Chairman of the Subcommittee on Federal Spending Practices, Efficiency and Open Government of the Senate Committee on Government Operations, is attached for your information.
