Dear Mr. Chairman:
This is in response to your request for the views and recommendations
of the Central Intelligence Agency on H.R. 10953. This bill, would create,
statutory maximum ten-year terms of office for the Director of Central _
Intelligence and the Director of the Federal Bureau of Investiga.t:ion
I do not oppose this statutory limitation for the Director of Central
Intelligence, as was recommended in the June 1975 report of the Commission
on CIA Activities within the United States. However, I believe it would be
inappropriate for me to comment on the advisability of a maximtun. ten-year
term of office for the FBI Director.
The Office of Management and Budget has advised there is no objection
to the submission of this report from the standpoint of the Administ:ra.tion's
program.
