I am forwarding you a copy of my letter to 0MB urging
immediate clearance for transmittal to the Congress of our
intelligence sources and methods legislation, now that all differences
with the Department of Justice have been resolved.
In addition, the problems confronting this nation in protecting
the identity of our intelligence officers and sources have been brought
to the attention of the public as the result of the tra.gi.c death of
Mr. Richard Welch in Athens. This, together with the need to deter
irresponsible disclosures, strongly recommends the incorporation
of the legislation in the President's 1976 legislative program, and the
State of the Union Address.
