WHITE HOUSE SITUATION Rno% SUBJECT: THE MILITARY SITUATION IN SOUTH VIETNAM Government operations continue to make little progress in the northern provinces. Strong resistance from communist units well dug in on the approaches to a strategic high ground position south of Hue and limited air strikes due to poor weather have slowed the government drive to retake the position. Heavy fighting in the lowlands of Quang Ngai Province have forced South Vietnamese leaders to commit reinforcements to the on-going battle there.
