Thus far, in the two-week old communist winter campaign, there has been little exchange of territory or population, but personnel losses on both sides have been high. Military action has slackened in the northern prov- inces due to unusually heavy rains, but the communists were able to iob two large-caliber rockets into the Da Nang airbase early yesterday.
