The government s position along the Bassac River seven miles
southeast of Phnom Penh is deteriorating. The Khmer communists have
capitalized on the-presence of relatively, weak Cambodian Army units
25X1 to move within heavy weapons range of Takhnau, the capital's south-
ern-suburb.
The army high command, which has been slow i
